Technical Specialist – MEAL and Documentation

The Opportunity

Technical Specialist-MEAL and Documentation will be responsible for implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) and documentation of Shongzog Project under the supervision of Sr. Manager-MEAL assigned to Health & Nutrition Sector.  S/he will provide adequate support in the areas of monitoring, evaluation, accountability, learning and knowledge management, research, reporting to ensure efficient and effective MEAL system is being implemented in the Shongzog project. S/he will also track progress on performance indicators, analyze monthly performance and maintain Indicator Performance Tracking Table. S/he will train project staff and other relevant staff from project supported health facility under MOHFW, and assist in data collection and primary analysis, and feed into the program performance and reporting as well as presentation of project activities/performances in internal and external forums. S/he will assist in writing of case study/success stories, conducting key informant interview with project stakeholders.  S/he will be responsible to develop and pilot data collection tools, orient data collectors and supervise data collection in different research and evaluation studies. S/he will also be responsible to ensure quality of data, data management, updating the MEAL database and analyzing MEAL data at key intervals. S/he will conduct training/workshops to build capacity of the partners/program staffs/consultants on MEAL and provide them with ongoing MEAL technical support. S/he will provide support to prepare monthly, quarterly and annual reports along with scientific paper for the CO, donor and other stakeholders. S/he will coordinate with Manager-Shongzog Project, other project team members of project and implementing partner staffs and other MEAL colleagues, as required.

Qualifications and Experience

  • At least 4 years of experience in the field of research and M&E/ MEAL (preferably 2 years’ experience in Health & Nutrition related projects)
  • Solid understanding of quantitative and qualitative monitoring and evaluation methodologies
  • Experience in qualitative and quantitative research (preferably in Health and Nutrition)
  • Should be proficient in computer operation, particularly, in R/SPSS, MS-Excel, and MS-PowerPoint
  • Experience in working on Technology based MEAL system/processes
  • Good data management and analytical skills, ability to interpret data
  • Fluency in written and spoken English is a MUST.
  • Politically and culturally sensitive and willingness to be flexible and accommodating in difficult working circumstances.
  • Master’s degree in Social Science/Research/Statistics or other relevant field
