Save the Children is seeking a Senior Advisor – Policy and Advocacy for an anticipated 5-year USAID-funded Strengthening Local Level Health Systems program in Bangladesh. The program focuses on improving health outcomes for all Bangladeshi nationals.  This will be done through support to local health authorities to strengthen systems to deliver quality, equitable and integrated public health services.

The Opportunity

The Senior Advisor (Policy and Advocacy) will be responsible for the overall technical oversight, sustainability, and resilience of the activity and is specifically responsible for national level coordination, advocacy with relevant directorates and ministries that support strengthening public health systems in a sustainable manner. S/he will support national technical and operational guidelines and strategies to support local level public health systems operationalized. S/he will liaise with the MOHFW and engage in crucial conversations and facilitate dialogue with different stakeholders supporting public health system resilience to mitigate shocks and stressors. S/he will advocate project best practices/lessons learned for incorporate into national policies/strategies.

 

This position will be located in Dhaka and is contingent upon donor approval and funding.

Qualifications and Experience

  • Minimum of ten years’ progressively experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value. 
  • Familiarity with Bangladesh Health Sector Plan and operation of MOHFW and other ministries. 
  • Current relationship with relevant Bangladeshi stakeholders (MOHFW, donors, private sector, civil society). 
  • Experience in advocacy and facilitating policy dialogue and suggest policy changes with MOHFW. 
  • Proven ability to work collaboratively with the government, donors, the private sector, and community organizations to advance health objectives. 
  • Previous experience working on USG programs or other donor funded programs with similar health objectives.  
  • Excellent interpersonal, writing, and English language oral presentation skills. 
  • Master’s degree or other advanced degree (PhD, MD) in public health; health system strengthening; health finance and budgeting; development studies, social sciences, or management; and other relevant fields.
