Coordinator-Procurement and Supply Chain (Pharmacist)

The Opportunity
The position, Coordinator- Procurement and Supply Chain (Pharmacist) will be responsible to assist to review procurement plan for the grant and track its implementation and arranging for advertisements, requests for quotation/proposal, fixation of quality standards, contract preparations, long-term agreements, etc. to lead into transparent systems supporting procurement and supply chain management. S/he will play lead role to assist in the preparation of procurement request, vendor selection processes, negotiation with suppliers, awarding a supplier and close out of contract (Save the Children procurement issues). S/he will prepare procurement and supply chain management related reports and participate in Procurement and Supply chain Management assessments based on Global Medical Team/donor requirement by and when program demands. S/he will assist the development of health post/service centre monitoring tools, quality assurance tools (in health product Procurement and Supply chain Management, quality testing, inventory management). S/he will take necessary steps for Tracking of delivery and distribution of condoms, needles/syringes, Medicines, Methadone, HIV test kits, others test kits, lab reagent, etc. and ensuring the submission of regular reports from suppliers. S/he will conduct routine field monitoring and supervision visits in different fields to monitor the quality of the program and provide feedback to the partners for improvement (including inventory management, storage, beneficiary level demand-based distribution plans, etc.). The position is responsible for providing technical assistance for quality improvement of procurement & supply chain, reporting and building partners capacity.
Qualifications and Experience
- At least 04 years of relevant working experience, preferably in INGOs. Experience in any health program will get preference.
- Proven track records of procurement. Sound understanding of procurement rules and regulations both national and international standards are essential. Good working knowledge on Public Procurement Rules (PPR)- is preferable.
- Ability to manage large services and goods procurement.
- Capacity to monitor quality assurance and compliance aspect in procurement of goods and services (eg. Medicine, consumables, other drugs, Syringe-Needle. condoms, lubricants, etc.)
- Ability to maintain close collaboration with the Global Medical Team, Global Pharmacy Adviser, and medical logistics & pharmacy colleagues of SCI’s Cox’s Bazar and other team member to ensure team cohesiveness & coordination.
- Able to effectively communicate and build trusting relationship with the partners/suppliers.
- Have excellent verbal and written communication in English and Bangla.
- Proficient in computer skills of word processing in MS Word, MS Excel spread sheet, and database.
- Strong negotiation, arrangement of logistics/storage/distribution, record management and procurement process documentation skills are required.
- Master’s Degree, preferably in Pharmacy and/or relevant discipline. Additional Certificate courses or diploma in Supply Chain (preferable).
