Advisor – Investment in Children

The Opportunity

Save the Children in Bangladesh (SCIB) organizational programmatic achievements can only be sustained with long term impact through government investment in children, more accountable and transparent public financial management and governance, reduced corruption, and progressive taxation. As CRG is leading this social policy analysis and advocacy, we are looking for a dynamic individual that can lead Save the Children’s engagement increasing and improving the quality of public spending on key services for children and oversee implementation of programs contributing to governance and service delivery concerning children at the local and national levels.

The Advisor will ensure regular budget analysis with a focus on public resources destined for child-sensitive policies & programs. S/he will advise on progressive taxation & child poverty and also support strategic partnerships with think-tanks and CSOs, including children, to advocate for, the overall objective of reducing child poverty and financial barriers to service delivery to children. S/he will provide support the generation and use of country based evidence (including commissioning larger pieces of research) which can inform our key policy advocacy and campaign messages. The Advisor will represent SCIB in civil society networks/alliances for discussions, consultations with the Government on Child Friendly Local Governance, Social Accountability and the ‘Child Budget’. S/he will also write successful proposals on supporting child friendly and accountable local governance and public investment in children thereby increasing the resources of CRG & CP and other sectors to implement programs and advocacy related to tackling governance and financial barriers to essential services

Qualifications and experience

  • At least 7 years of professional work experience, preferably in development financing and public financial management with a focus on transparency and accountability related initiatives in a developing country.
  • Demonstrated field experience and policy or research experience on, economic development / economic justice, private sector/ budget transparency, resource examination/analysis/tracking, progressive taxation and poverty/accountability initiatives.
  • Sound knowledge on technical aspects of Public Financing, Governance and advocacy.
  • Excellent analytical and problem solving skills with the ability to look at different sources of data (complex, conflicting etc), judge their quality and importance
  • Researching, drafting, advocacy skill and ability to communicate complex issues clearly and accessibly, both verbally and in writing.
  • Ability to follow instructions, work flexibly and independently to tight deadlines with a wide range of team members and partner staff.
  • Fluency in written and spoken English and Bangla mandatory, with strong oral and written English communication skills
  • Masters Degree, preferably Social Sciences in particular Economics/Public Finance/Public Policy and/or Administration/Political Science or other relevant discipline


Contract length: Up to 31 December, 2022 with high possibility of further extension
