Senior Officer – Strategic Sourcing, Procurement & Supply Chain

The Opportunity

This position is responsible for providing support to the Senior Manager – Procurement & Supply Chain by directly carrying out various procurement activities. The role encompasses procurement support to strategic, service and specialized procurement, to program procurement as well as emergency preparedness and humanitarian relief procurements. The Senior Officer will review purchase requisitions, get price quotes based on specifications, purchase goods, assist in customs clearing; take inventory, register goods in and out, and prepare input for reports. S/he is responsible for procurement through formal quotation (1-4M value) and open tender with major emphasis will be given on Service procurement and specialized procurement (like equipment, medical, construction and others) and establish and update Framework Agreement (FWA) with suitably selected vendors for strategic items. S/he will review incoming purchase-requisition orders for proper budget codes and authorized signatures, monitor that national and international freighting of project supplies, and transport to Save the Children warehouses is on time and on budget.

Qualifications and experience

  • At least 4 years of experience in Procurement management, preferably in the development organization
  • Experience in Procurement support in emergency response highly desirable.
  • Experience in the distribution of both food and non-food items desired.
  • Demonstrated experience working with local commodities transporters.
  • Sound knowledge of international standards related to Procurement and compliance of the policy. 
  • Good English language communication skills (both oral and written).
  • Basic skills in Microsoft Word, Microsoft Excel, and internet applications.
  • Ability to work in high stress situations and emergency response.
  • Master’s Degree, preferably in Business Administration/Studies or relevant discipline.
