TERM OF REFERENCE (TOR) FOR HIRING RESEARCH FIRM TO CONDUCT THE ANNUAL SURVEY OF SUCHANA PROGRAMME

Save the Children International, Bangladesh Country Office has been leading a consortium known as Suchana for implementing a large-scale nutrition and food security program in Sylhet and Moulvibazar districts under Sylhet division in Bangladesh. In this consortium HKI, WF, IDE are involved as technical partners and FIVDB, CNRS and RDRS are involved as implementing partners while icddr,b is also involved as the research partner. Suchana programme started its phased implementation in January 2017 with support from Foreign, Commonwealth & Development Office (FCDO) of UK Government and European Union, and in the final year of implementation.

Suchana – Ending the Cycle of Undernutrition in Bangladesh’ is a multi-sectoral nutrition programme which aims to achieve significant reduction in stunting amongst children under two years of age in Sylhet and Moulvibazar districts under Sylhet division in Bangladesh. Suchana catalyses support across government and other stakeholders to replicate and scale-up Suchana model as a multi-sectoral nutrition programme in Bangladesh and beyond to prevent malnutrition. The Suchana programme adopts an integrated approach combining the nutrition specific and nutrition sensitive interventions to prevent chronic malnutrition within the critical 1,000 days from conception until a child reaches its second birthday. There are five pillars in the Suchana programme and generation of evidence (through impact survey, annual surveys, and other assessments) is one of the five pillars, which prioritize the quality, and timely generation of evidence showing Suchana performance is crucial and essential for planning and redesigning strategies and implementation modalities of Suchana.

The annual survey is one of the preferred methods, as per the Suchana Monitoring, Evaluation, Accountability, Learning (MEAL) framework to generate timely and reliable evidence relating health, nutrition, food security situation among the Suchana beneficiary households (BHHs). This evidence will assist the Suchana management to better assess programmatic achievement in addressing the malnutrition challenges with necessary adjustments during the remaining programme period. Save the Children Bangladesh Country Office invites application from suitable research firm for conducting fifth annual survey.

Based on above, Save the Children has planned to conduct Annual Survey 2022 in its mentioned areas. To conducting Annual Survey 2022 a consulting firm/agency will be hired on behalf of Save the Children as per following Term of Reference (ToR).

Submission of Proposal

Interested consulting firm/agency are requested to submit their technical & financial proposals as per evaluation criteria both hard copy separately with the details outlines, methodology, budget plan, time frame and CVs of experts along with required legal and supporting documents as per RFP.

Interested consulting firm/agency are requested to attend the pre –proposal meeting. The Pre Proposal meeting minutes will be published  by next working day.

Hard copy of the proposals duly signed should be submitted in the Bid Box -1 Kept in Gr.floor(Reception) located at Save the Children office, House- CWN (A) 35, Road- 43, Gulshan-2 ,Dhaka-1212 addressing: Sr. Manager- Procurement & Supply Chain, Envelop should be marked " SUCHANA Annual Survey 2022 (REF# RFP/SCI/BDCO/FY-21/(Manual)/25.) by 22nd December 2021 sharp 03.00 PM.
