Assessment of the ROSC Phase-II (PVT, USCEP and Rural Ananda School) program and prepare a report including lessons learnt, challenges, stakeholders’ engagement and government support

Background and context
ROSC II has been providing second chance primary education to out-of-school children in targeted rural upazillas (sub-districts) of the country through learning centers (LCs) since January 2013. The project also provides alternative education to the out-of-school children of urban slums in 10 city corporations and pre-vocational training (PVT) to dropped out over-age children and adolescents. The ROSC II Project is being implemented by the ROSC Project Management Unit (ROSC-PMU) under the Directorate of Primary Education (DPE) of Ministry of Primary and Mass Education (MoPME).

The main objective of the ROSC-II project is to enable the dropped out children to complete 5-year primary education cycle. Education Program will need two more years to complete their cycle of education. Therefore, the duration of the project needs to be extent to ensure 100% achievement of project target.

Bangladesh has made remarkable progress in the last twenty years in terms of economic growth and social transformation, accompanied by significant reduction in poverty and progress in human development. The education sector has made significant progress in expanding educational opportunities at the primary, secondary and tertiary levels. At the primary level, the gross enrollment rate has reached 101 percent, which is a remarkable achievement of the Government of Bangladesh (GOB), NGOs and Development Partners (DPs). Despite remarkable expansion in access and high gross enrolment rates however, achievement is not evenly distributed. Many school-aged children are still out of school, particularly those from poor households and under-served areas, including urban areas. The Reaching Out of School Children (ROSC) II Project, building on the original ROSC project, is one such GOB intervention that has played a key role in providing a second chance primary education to out–of-school children in targeted rural upazilas (sub-districts). ROSC II complements the efforts of PEDP in improving access, quality and strengthening education management at all levels as well as contributes to achieve SDG 4 (inclusive and equitable quality education) and SDG 8 (productive employment and decent work for all) through its pilots urban slum children education and pre vocational training program scale up.

The objective of this assignment are

  1. To evaluate PVT, USCEP and Rural Ananda School of the ROSC Phase-II (program
  2. To capture lessons learnt, challenges, stakeholders’ engagement and government support.
  3. To what extent were the objectives of the ROSC II achieved / are likely to be achieved?
  4. What real difference has the activity made to the project beneficiaries?

It is thus proposed to assessment of the ROSC Phase-II (PVT, USCEP and Rural Ananda School) program and prepare a report including lessons learnt, challenges, stakeholders’ engagement and government support, a consulting firm/agency will be hired on behalf of Save the Children as per following Term of Reference (ToR).

Submission of Proposal
Interested consulting firm/agency are requested to submit their technical & financial proposal separately in sealed envelope with the details outlines, methodology, budget plan, time frame and CVs of experts along with required legal and supporting documents as per RFP.

A Pre-proposal meeting will take place on 24th November, 2019, 11.00 AM at Save the Children, DHANSHIRI, Conference Room, House No. CWN(A) 35, Road No.43, Gulshan -2, Dhaka-1212. Interested consulting firm/agency are requested to attend the pre –proposal meeting.
