SOS Children's Village International in Bangladesh (www.sos-bangladesh.org) is a non-governmental social devolvement organisation provides care for the children who have lost parental care or who are at risk of losing parental care and deprived of caring family environment. SOS Children’s Village International is probably the largest private child welfare humanitarian organization working more than 130 countries and territories in the world. In Bangladesh, we started our operations in Dhaka in 1972, and since then we have expanded our activities from here to Rajshahi, Khulna, Bagerhat, Chattogram, Bogura and Sylhet.
Our Programmes contribute to delivering on SDGs with a special focus on our target group to improve national social protection system, fighting inequalities, promoting access to quality education, strengthening youth employability and ending violence against children.
SOS Bangladesh is seeking competent candidates for the smooth operation of the following position.
Position: Manager – Partnership Finance & Grants.
Location of Job: Any SOS Location in Bangladesh
Nature of Job: Fixed Term Contract (Yearly renewable based on performance)
Area of Key Responsibilities:
- Support children and youth participants to achieve individual goals through education and skill training.
- Lead and oversee all financial management processes, ensuring compliance with SOS and donor requirements.
- Verify and process payment requests related to grants and organizational operations.
- Review expenditure journals and update the D365 system with validated data.
- Ensure timely and accurate donor financial reporting and variance analysis.
- Monitor and analyze cost recovery rates and provide recommendations for improvement.
- Ensure compliance with NGOAB, VAT, and Tax regulations.
- Prepare and review monthly management accounts for NMT and senior management.
- Develop Audit ToR, coordinate internal, donor, and external audits, ensure management responses and follow-up.
- Support treasury management by reviewing PRF and GJ for timely posting.
- Lead the preparation, review, and negotiation of donor agreements and budgets.
- Develop, review, and manage sub-grant agreements and budgets with partners.
- Prepare and submit fund requests and financial reports to donors as per schedule.
- Monitor grant expenditures and ensure adherence to approved budgets.
- Review and revise grant budgets with program teams as necessary. Analyze exchange gains/losses and recommend corrective measures.
- Maintain accurate grant documentation and ensure proper grant closure.
- Participate in partner appraisal and assess financial capacities.
- Support programme teams in preparing partner budgets and contracts.
- Ensure timely fund disbursement while meeting compliance requirements.
- Review and upload partner financial reports into the D365 system.
- Reconcile partner balances and monitor fund utilization.
- Conduct regular partner monitoring visits and share feedback.
- Maintain updated partner financial documentation.
- Facilitate training and orientation sessions on project finance, donor compliance, and reporting.
- Provide on-the-job coaching to partner finance staff for improved reporting and documentation.
- Support partners in strengthening systems for audit readiness and budget control
- Collaborate with the Programme Development Department to prepare donor-compliant budgets.
- Analyze overhead allocations and cost recovery in new proposals.
- Provide inputs on cost-sharing and alternative funding sources.
- Support donor negotiations with financial insights and justifications.
- Prepare and submit FC-1, FD-2, FD-3, and FD-6, FD-7 forms to NGOAB.
- Liaise with NGOAB and respond to all financial queries.
- Coordinate with DC/UNO Offices for certificates and monthly meetings.
- Ensure submission of audit and financial reports to relevant authorities.
- Oversee daily financial operations and ensure deliverables are met on time.
- Review and get approval of financial reports, fund flow requests, and forecasts, ensuring compliance and organizational requirements.
- Mentor, appraise and develop finance staff, promoting professional growth.
- Lead by example in maintaining ethical standards, team discipline, and fostering a strong team culture.
- Manage recruitment based on criteria and performance reviews based on agreed indicators.
- Encourage team members to uphold the organization's values, financial discipline, and personal integrity.
- Assign and oversee the workload of team members, ensuring all tasks are completed efficiently and on schedule.
- Promote cost efficiency and compliance without compromising quality across the finance unit.
Qualification & Experience:
- Master’s in finance, Accounting, Business Administration or in relevant subjects. Professional certification such as CA, ACCA, CIMA, or CPA (completed or partly qualified) will be an advantage.
- Minimum 7 to 10 years of professional work experience in the relevant field
- Experience managing donor-funded grants including budget preparation, financial reporting, sub-grants management, partner/due-diligence oversight and compliance.
- Experience working with partnerships (local NGOs, consortiums, private sector) including capacity building of partners in financial management, partner budgeting, risk assessment and monitoring.
- Having track-record of proposal development, budget negotiation, award set-up, partner contracting/sub-granting, monitoring, audit/close-out.
- Proficiency in accounting software (e.g., ERP systems D365).
- Ability to lead and supervise finance or grants teams effectively.
- Advanced skills in MS Excel and other Microsoft Office tools.
