Background
Solidar Suisse is a Swiss International NGO founded in 1936 and member of the European Solidar Network. We support and implement projects in the fields of Decent Work, Governance, and Humanitarian Aid in 14 countries worldwide.
Since the start of the Rohingya refugee crisis in 2017, Solidar Suisse has supported Rohingya refugees through SOLIDAR network partner AWO International in the fields of emergency shelter and WASH.
Recently in 2018, Solidar established presence in Bangladesh and has selected two local organizations for implementation of Shelter and Livelihoods projects. The project operations are based in Cox Bazar.
Purpose of the Position
The purpose of the position is to provide technical assistance to Solidar Suisse livelihood assistance provided to Rohingya refugees and host communities, implemented by local partners in Cox`s Bazar district. The focus of the shelter project is to improve living conditions of refugees, contributing to reduced suffering, disaster risk reduction, and enhanced protection, dignity, and safety, and improve social cohesion and enhance resilience of host communities. The Shelter Coordinator is expected to provide technical support to partners, monitor regularly implementation of the project, support development of new projects and participate regularly in inter agency cluster meetings related to Shelter and Site Management.
Responsibilities
Project- and Partnership Management
- Demonstrate sound resource management and accountability to ensure that all Solidar projects funds/resources are utilized to achieve project goals, by respecting Solidar and donor policies and procedures.
- To monitor implementation of partner’s monthly work plans and design and implement appropriate and effective project tools and methods including but not limited to data management, surveys, constructions, training sessions.
- Prepare and/or review designs, drawings, technical assessment report and construction contract documentation;
- Prepare outline project cost estimates, based on level of information available.
- Assurance of the quality of the works during design and construction, continuously inspecting the materials, undertaking tests and generally ensuring a high standard of materials with the specifications and relevant national/international design standards;
- Establish QA/QC plan of the project and ensure QA/QC during implementation phase by involving in direct site supervision, works inspection, etc.
- Ensure that the construction project abide by relevant national/international standards of health and safety for the works, adjacent properties, all site personnel and the general public.
- To work along with local partner to ensure effective design and functioning of needs assessments and beneficiary selection according to defined criteria and transparently share these with beneficiaries and community members considering the conflict sensitivity approach of Solidar Suisse.
- Establish, and support monitoring and evaluation systems for project activities and train relevant partner staff.
Capacity Development and Reporting
- Develop / review training curriculum for construction components, participate in selection of training providers for the skills development component
- Advise, provide guidance, coaching support and mentoring to partner staff on training methods and approaches for shelter and site improvement for partner staff whenever necessary/required.
- Provide detailed weekly/biweekly/monthly report to the Emergency Response Representative, and take an active part to develop project progress report according to donor requirements
- Assess the human resource requirements and skills and participate in staff recruitment and induction with partner staff
- Undertake any other tasks as requested by the Emergency Response Representative.
Educational Requirements
- Master’s / Bachelor’s Degree in architecture/ civil engineering or any related discipline
Experience Requirements
- At least 5 year(s) experience in shelter, construction, site management etc. with international NGOs
- Experience in emergency response, recovery or rehabilitation activities
- Experience in transitional shelter, mid-term shelter and site improvement activities, etc.
- Knowledge of Rohingya response required
- Strong partnership management capacity in emergency context
- Experience of working with inter/multi-national agencies, and in-depth knowledge of NGOs
- Experience of training and facilitation skills
- Proficiency in Microsoft Office Products (Word, Excel, Power Point; Outlook)

Remunerations
Competitive as per I-NGO remuneration package in Bangladesh. This is a fulltime consultancy contract.
