Job Profile: Monitoring and Evaluation (M&E) Officer
Project: Green Dairy Partnership in Bangladesh – creating a sustainable and productive dairy value chain model in SW Bangladesh
Introduction
Solidaridad is a global network organization working on sustainable, resources-efficient and inclusive supply chain development. Solidaridad (www.solidaridadnetwork.org) is working for fostering sustainability and empowerment of smallholders and workers, by developing scalable and economically sustainable solutions in the agricultural and industrial landscape in close collaboration with governments, businesses and communities.
Solidaridad in partnership with Arla Foods Bangladesh, PRAN Dairy, Solidaridad, SEGES Innovation, Integrated Dairy Research Network and Danish Agricultural and Food Council is implementing the Green Dairy Partnership in Bangladesh towards creating a sustainable and productive dairy value chain model in Southwest Bangladesh. The partnership project targeted to implement a visionary and productive dairy operating model for greening the dairy value chain in Bangladesh. Through implementation of a climate-smart and resource-efficient on-farm dairy model, the partnership will develop proof-points towards a green transition of Bangladesh dairy industry. The green dairy partnership will demonstrate pathways for resilient dairy farming, reduction of emissions in the dairy value chain and contribute in policy guidance for sustainable dairy in Bangladesh.
The major outcomes of the project are: 1) Increased resilience of dairy farming households (Resilience will include increase in income for dairy farming households (30%), control of income by female farmers, and climate adaptation (30%)); 2) Sustainable and Viable private sector led green dairy value chain in Bangladesh (this will include a business case for green dairy farming, GHG emission reduction in the value chain, a model developed for private sector and government to scale the green dairy initiatives.
Overall Job Description
The M&E Officer, in a team approach, will develop and execute the M&E systems under each project. S/he will be responsible for M&E and learning needs of the respective projects and will come up with findings based on real data to show performance of the project. The position shall design, collect and analyse all M&E related data and write necessary reports based on the project needs. The M&E Officer will support the project team in developing effective implementation plan, strategic directions, donor reports and assessing project results. S/he will be responsible to develop capacity of project staff and partners on M&E. The M&E Officer will also be responsible for authentication of data in different levels through documenting the evidence and learning.
The M&E Officer will work under the supervision of the Assistant Manager- Monitoring & Evaluation with a dotted-line reporting to the Programme Manager - Green Dairy Business and maintain close coordination with other team members and the project team.
The position will be based in Khulna with frequent field visits to the project implementing areas.
Duties and Accountabilities
Developing Effective Monitoring & Evaluation System
- Assist in designing effective Result framework /Impact Pathways for incoming projects
- Assist to develop the project monitoring and evaluation (M&E) framework incorporating performance indicators to measure project performance with align REC Asia and Global indicator
- Design mechanism for the execution of developed M&E system in the field
- Develop tools to track progress against key targets
- Prepare guideline to collect and analyze data accurately and timely through source to reporting
- Responsible for data representation using data visualization tools for brief, informative and top-notch quality presentation
- Support resource mobilisation team to prepare visual representation of proposed project geography, data and key findings for past projects as required.
- Assist to design and implement the survey/study such as baseline, midline, final evaluation, annual survey
- Develop a mechanism to ensure quality data that the reported data are accurate and reliable with the original data
Supporting and Developing Staff Capacity on M&E System
- Develop a mechanism for enhancing capacity of staff for ensuring real time and quality data
- Organizing training to enhance capacity of the staff who are actively engaged with data management, such as data collection, analysis and reporting.
Reporting and Data Management
- Design Management Information System (MIS) for tracking performance of the project participants (i.e., farmers, workers, factory owners, entrepreneurs etc.).
- Develop and maintain real time information management system for all aspects of the project activities, results and impacts for decision making by project management.
- Contribute for preparing progress narrative report such as quarterly, bi-annual, and annual aligned with organization’s as well as donor requirement
- Develop data management system for cleaning, synthesizing, analyzing and reporting of program data through a dashboard (visual summary)
Learning and Documentation
- Draft project learning documentation system such as results, impacts, case study, lessons learnt, best practices
- Develop communication and dissemination strategy in order to disseminate knowledge products (such as case study, innovations, lessons learnt, best practices) with internal and external stakeholders; collaborate with Communication and Advocacy team to develop and finalize these materials for dissemination.
Others Activities
- Facilitating Training, workshops, sessions for internal and external stakeholders on M&E aspects.
- Assist in planning, designing, and implementing project activity and preparation of Gantt Chart as well as Activity Plan
- Organize training sessions, work effectively with multicultural and multidisciplinary team of experts as well as government officials and diverse range of counterparts and stakeholders.
- Willing to undertake intensive field works in the project working areas of Bangladesh.
- Willing to assist of organization’s other project’s M&E activities.
Education & Experience
- Master’s in Social Science, Development Studies or relevant discipline from a recognized University.
- A minimum of 5 to 7 years’ professional experience in Monitoring and Evaluation sector. Experience in working of food security, agriculture value chain, Tea and Textile sector would be added value
- Sound knowledge on quantitative and qualitative data collection methods
- Ability to design, review and establish M&E framework
- Organized and able to manage own time under the guidance and direction from line-manager
- Ability to use different statistical software and visualization tools
- Excellent proficiency in English language in both writing and presentation
- Proven skill in analysis and representation of quantitative data and narrative report writing
