1. Background 

SNV is a not-for-profit international development organisation that makes a lasting difference in the  lives of people living in poverty by helping them raise incomes and access basic services. The Strengthening Entrepreneur Eco-System for Clean Cooking (SEE-CC) project, Implemented by  SNV, is an innovative initiative taking place in Bangladesh with the primary aim of fostering an  enabling environment for clean cooking solutions. The project is under the funding umbrella of the  Netherlands Enterprise Agency (RVO) under ENDEV programme.  

SEE-CC project's main objectives include strengthening the entrepreneurial ecosystem for clean  cooking, promoting modern electric cooking appliances (MECA), and encouraging the adoption of  renewable and efficient energy resources. The project is committed to positively impacting  approximately 140,000 households, 35,000 buyers, and 60 local small and medium-sized  enterprises (SMEs) across three key districts of Bangladesh - Gazipur, Faridpur, and Jhenaidah. SEE 

CC employs innovative financing strategies, including a Results-Based Financing (RBF) model, to  further its objectives and catalyze the development of clean cooking solutions. These models are  designed to motivate and reward performance, stimulating efficiency, and fostering innovation  among e-cooking marketers. The project aligns with several Sustainable Development Goals  (SDGs), signifying its broad-ranging potential impact on social, economic, and environmental  sustainability. 

2.Brief description of RBF under EOI 

2.1. About Results-Based Financing: 

"Results-Based Financing (RBF) is an innovative financial model that SNV employs to bolster the  efforts of Modern electric Cooking Appliances (MECA) marketers, also known as e-cooking product  sellers or retailers. This mechanism encourages the sale of e-cooking units by providing financial  rewards for each product sold in the following areas, which are mentioned in guideline. The e 

cooking items covered under this RBF model are: i) Rice cookers; ii) Induction cookers; iii) Infrared  cookers; iv) Multi cookers; and v) Electric pressure cookers. 

In order to implement the RBF, SNV carries out a verification process where it reviews sales reports  provided by e-cooking marketers. This verification process relies on the accuracy of the information  supplied by the sellers or retailers that have entered into a partnership with SNV under the SEE-CC programme. After such partnerships are formed, SNV provides a specific template for this  information to ensure consistent and accurate reporting. 

It is important to understand that the RBF amount is not arbitrary; it is carefully calculated  considering the economic landscape of the MECA market and the financial capacities of its  consumers. Additionally, a premium is placed on locally manufactured e-cooking products,  rewarding them with extra value under the RBF. Upon successful completion of the sales verification,  SNV disburses the predetermined RBF amount to the associated partners who have committed to  the SEE-CC programme via a formal agreement. 

Details about the RBF model, including its mechanisms and benefits, will be disclosed to e-cooking  product sellers, MSMEs, and MECA marketer once SNV receives a Letter of Intent (LOI),refer to RBF  application guideline.

3. Scope of Partnership
    The applicant must

  • have legal business licence to do business in Bangladesh  
  • have existing business of e-cooking products, refer to guideline 
  • have business presence on project area following the table  
  • have good record keeping system  
  • must fill the EOI submit to SNV’s mentioned email address  

4. Experience Requirements 

A firm/MSMEs having a least one years of business license and recorded sales of e-cooking products. 

5. Submission of Expression of Interest (EoI) 

Interested MECA MSMEs or e-cooking marketers are invited to set out a summary of their  organisation and relevant experience in a short Expression of Interest (EoI) for the RBF following  the pre-qualification templates.

7. General instruction 

Carefully read the instructions before completing the questionnaire and compiling your bid. Note  that submission of false information will lead to automatic disqualification. Requested to read the  guideline, pre-qualification form and due diligence, attached with this EoI 

  • Responses to this EOI must be in accordance with the requirements for information in the  document.  
  • The interested applicant needs to collect the prequalification form, this guideline and due  diligence check list from the published website and read the guideline carefully before  submitting application. 
  • Applicants must fill all sections and provide all requested documents.  
  • As per the criteria listed above, in selection of firms/ companies/ retailers/MSMEs, , SNV  will short-list only those firms/ organizations that are able to clearly demonstrate their  capacity and competence to conduct the work by achieving more than 70 points in the EOI.  Applicants are encouraged to apply only if they can demonstrate clear expertise and past  performance.  
  • The application document must be signed by the authorized representative of the Firm/  Company and under the registered Company Seal / Stamp.  
  • Please note that by responding to the SNV Due Diligence Self-Declaration and signing on  behalf of your company, you accept that all answers provided are legally binding and should  the need arise, may be used as evidence in a court of law.  
  • Applicants should note that this call for EOI does not amount to any contractual obligation.  • Applicants will meet all cost associated with preparation and submission of their  applications. 
  • SNV has the right to split the work, if necessary.  
  • Any and all canvassing will lead to automatic disqualification of the applicant.  • The SNV Due Diligence Self-Declaration form and annexes which are NOT filled out  completely and submitted in the prescribed manner with all requested attachments and  certificates will not be considered. 

8. SNV Due Diligence Data Instructions  

  • It is understood and agreed that the pre-qualification data of prospective bidders is to be  used by SNV in Bangladesh in determining, according to its sole judgment and discretion,  the qualifications of prospective bidders to perform in respect to tender category as  described. SNV follows the EU GDPR data protection guidelines and will maintain data in  secure electronic and hard copy for a period no longer than 7 years.  
  • Prospective bidders will not be considered qualified unless in the judgment of SNV in  Bangladesh they possess capability, experience, and qualified personnel to satisfactorily  executed the contract for services.  
  • Should a condition arise between the time the firm is pre-qualified to bid and the bid  opening date which in the opinion of SNV in Bangladesh could substantially change  performance and qualification of the bidder or his/her ability to perform, such as but not  limited to bankruptcy, change in ownership or new commitments, SNV in Bangladesh  reserves the right to reject the tender from such a bidder even though the bidder was  initially pre-qualified through the EOI.  
  • SNV will do official due diligence and visit the premises and may ask by reference  documents, if required. 

9. Submission REQUIREMENTS- 

  • Applications must be in English and/or Bangla.  

Electronic copy of the EoI along with the SNV Due Diligence Self-Declaration form and annexes,  duly signed should be submitted to bangladesh@snv.org with the subject line: “Results-Based financing for SEE-CC” no later than 23:59 (local time) on 14 February 2024.

The application will be reviewed for checking eligibility on rolling basis on 15th day of each month.

  • Any submissions made after this date and time will be disqualified. The bidder is responsible for  obtaining an electronic receipt.
