REQUEST FOR PROPOSAL (RFP)
For

Khulna City Corporation’s Faecal Sludge Management (FSM) Services (Emptying, Collection, Transportation of Faecal Sludge (FS) and Operation & Maintenance (O&M) of Faecal Sludge Treatment Plant (FSTP))

Khulna City Corporation (KCC) intends to enter into an exclusive Contract with private company for providing citywide FSM services. The overall objective is to engage private sanitation sector to provide safe and affordable faecal sludge management services to the city dwellers in Khulna.  The specific objectives are to: 

• provide safe emptying, transportation and treatment of FS in Khulna
• increase the demand for mechanical emptying service by improving access to information and raising awareness at the household and institutional level.
• provide Operation & Maintenance (O&M) of Fecal Sludge Treatment Plant (FSTP)
• develop and implement re-use option of treated sludge.

The company will expect to expand the FSM services in Khulna with collaboration from Khulna City Corporation by developing effective market systems approach and suggest that they make profit from the business.  This will include in particular exploration of the business environment and if require to propose PPP opportunities for improving service delivery within the FSM value chain. This is intended to create a city wide, self-sustaining sludge management system. The entire FSM value chain will only be sustainable if the private companies are considered the following:

• demand creation
• households can afford emptying services
• adhering to the rules and regulations of LGIs
• treatment operations meet the established treatment objectives and are profitable or operated at least cost basis
• production and marketing  of briquettes (resource recovery)

The successful company shall provide qualified and experienced personnel, supervision, transport etc. Interested companies in providing the said services are requested to visit: http://www.khulnacity.org or may contact with the address below during office hours i.e., 09:00-17:00 hrs. for further information and RFP details.  The interested companies are also welcome to attend the pre-bid meeting along with visit the treatment plant site on 05 December 2019 at 10:00 hrs local time for better understanding of the current services provided by KCC.

The awarded Company will get initially for five years contract with possibility of extension depending on operational needs, satisfactory performance of the Company and the conditions laid down by Khulna City Corporation (KCC). The contract will be awarded to the Company, who can demonstrate, through a written proposal having significant level of experience, ability and competence. KCC Authority reserves full right at its sole discretion to change the level of service requirements, whether in total or in part, depending on mission and operational requirements over the Contract duration.

The interested Companies are invited to submit One (01) Original and Four (04) Copies of Proposals (Technical and Financial) in the sealed envelope and must reach to below mentioned address no later than 22 December 2019 at 14:00 hrs. The Companies are also requested to submit the full proposal (Technical and Financial) electronically to the email address: ceo.kcc.kln@gmail.com. Under the full proposal the Company have to split all the goods and services for technical description and cost separately as per the indication of Section–3 (Preparation of Proposal) in the RFP. The KCC Authority reserves the right to accept or reject any or all of the companies proposals without assigning any reasons what so ever.
