Programme Background

SNV under the Urban Sanitation Programme with the support from BMGF and DGIS aims to support Local Authorities (Khulna City Corporation, Gazipur City Corporation, Kushtia, Jhenaidah, Jeshore and Benapole Paurashavas) to address service delivery challenges in FSM and advance the sector development as a whole, through strategic engagement with Government Agencies and partnering with other experienced civil society and private sector organisations working in the sector. SNV aims to facilitate a decisive shift in sector thinking, culture and practice through close alignment with respected sector agencies and working collectively with government and local partners to address underlying systemic sector issues that limit sector development.

The Programme consist of five components:

  • Behaviour change communication and awareness;
  • Safe and affordable consumer services;
  • WASH governance, regulations and enforcement;
  • Smart finance and investment; and,
  • Improved treatment, disposal and re-use;

Purpose of the Job

This position will work under Component 3, WASH Governance, regulations and enforcement, leading and ensuring the implementation of component’s activities at the local level. This includes advocacy to City Corporations and Paurashavas to enforce sanitation regulations; support the development and monitoring of City Sanitation Action Plans; strengthen the coordination and relationship between the municipalities, local stakeholders and government agencies; capacity building of LGIs; among others.

As Component 3 is one of the main Components of the Urban Sanitation and Hygiene for Health and Development (USHHD) approach by SNV, it require support to all 5 components to ensure the implementation of activities at local level. SNV’s programme presence at municipal level is ensured by City Coordinators, with which this position will be coordinated to monitor field level activities.

In addition, this position will closely work and in coordination with Governance Advisor, to strengthen the relationships between national government agencies (DPHE, LGED, Education, Health, Environment, etc.) to ensure proper implementation of national policies at the local level.

Key Responsibilities

Sanitation Planning Advisor will have the main responsibility to implement Governance component at local focusing on developing the city sanitation plan and implementation level under the guidance of Governance Advisor and support of other component activities when required, in coordination with city coordinators. The below are the specific tasks:

Advisory services:

  • Provide advisory services and support the local partners in the conceptualization, development and implementation of good governance strategies, policies and legislation.
  • Keep abreast with the development of FSM best practices and other relevant issues in the field of good governance in order to provide updated and accurate advice to partner services, continuously update the instruments and tools for information-sharing.
  • Contribute to managing and implementing partnerships. Maintain regular contacts with Local Governance Institutions (LGI), National Government Agencies and Institutions at the local level and other relevant international organizations for exchange of information on strategic issues and developments as relates to good governance.
  • Support developing proposals through frequent consultations with decision-makers of national line agencies and initiate for aligning the proved practices in the national documents.
  • Support LGI on development, revision and monitoring of City Sanitation Action Plans or related plans and activities, to promote City Wide Inclusive Sanitation in programme cities and ensure achieving of Sustainable Development Goals (SDG) 6.2 by 2030. Close follow up will be required.
  • Strengthen coordination between LGI, Government Agencies (KDA, Education and Health departments, City WASA), private sector and local stakeholders to ensure proper sanitation service provision.

Knowledge Management

  • Conceptualize and support in conduct training, seminars and workshops as applicable, on range of good governance related issues.
  • Contribute to the SNV WASH knowledge activities;
  • Establish and maintain linkage with local, national and international knowledge centres;
  • Take part in local, national and regional events as appropriate;

Coordination & Component Management 

  • Ensure performance of the component, corresponding to plans and targets;
  • Ensure implementation of SNV’s monitoring for results framework;
  • Coach, guide and backstop project teams in implementation;
  • Facilitate and coordinate interaction with other sector stakeholders;
  • Support content development for external communications.

Candidate profile

  • Master degree in International Development, Public Administration, Public Policy or other relevant Social Science fields.
  • Minimum 12 years’ experience in working with local government with at least 5 years’ experience in Management level in development projects.
  • Experience in working in WASH at senior level is strongly preferred.
  • Extensive experience working with Bangladeshi Local Governance Institutions (City Corporations and Paurashavas) and other Government Institutions (Schools, Heath, District Level, etc.).
  • Flexibility to handle varied and demanding tasks and ability to balance priorities, thrive under pressure and juggle a multitude of details in a fast-paced environment.
  • Ability to work independently, as well as member of a team, and to be flexible to
    accommodate the needs of stakeholders.
  • Ability to lead the assignment and the team with remote supervision.
  • Excellent verbal and written communication skills in both English and Bangla.

Additional Information

Duty station : Jashore with frequent travel to other programme areas (Khulna, Benapole, Jhenaidah, Kushtia and Gazipur)
Contract Duration : This is a fixed term position for 2 years.
Expected Joining Date : As soon as possible latest by 18th August 2019
Working Hours : Full time (minimum of 40 hours per week)
Salary & Benefits : Attractive remuneration package with admissible. The total salary package (basic salary + all benefits) will range between BDT 147,178 and BDT 167,825 per month, depending on the selected candidate’s work experience..
