Hiring National Consultant for Designing and Construction work Supervision of Public Toilet including Associate BoQ Preparation for Kushtia Paurashava

1.0 Introduction

SNV is implementing a program City Wide Inclusive Sanitation Engagement (CWISE) in Southern Bangladesh under the leadership of Local Government Authorities (City Corporations and Municipalities). Over the past 5 years, the program has successfully developed a multi stakeholder coordination mechanism at the local level under the leadership of Local Government Institutions, bringing together local authorities, utility, national agencies, universities, private sector and civil society around urban sanitation. The main objective of the project is to demonstrate a city-wide, pro-poor, accountable, safe and sustainable sanitation services for the urban context in Bangladesh, showing improvement in the living environment and contributing to the health and well-being of the urban population.

The CWISE program is being implemented in 5 Southern cities (Khulna, Jhenaidah, Kushtia, Jashore and Benapole) and Gazipur in Bangladesh. SNV aims to support Local Authorities to address service delivery challenges in Sanitation and advance the development of the sector as a whole, through strategic engagement with Government Agencies (sector Ministry, relevant Departments and their service delivery channels at sub-national level) and partnering with other experienced civil society and private sector organisations working in the sector. The project partners aim to facilitate a decisive shift in sector thinking, culture and practice through close alignment with respected sector agencies and working collectively with government and local partners to address underlying systemic sector issues that limit sector development. The project consists of 6 major components: 1) Sanitation demand creation and behavioural change communication; 2) Strengthening sanitation supply chain development; 3) Improving WASH Governance and multi-stakeholder sector development; 4) Sustainable Finance and Investment; 5) Introducing environmentally safe treatment and re-use technologies; and 6)  Processing documentation for future learning and replication of the interventions in other areas in need.

2.0 Background and Rationale

Public toilets (PT), which can be better referred as ‘away from home’ toilets is considered a core component of modern cities, particularly densely populated cities.  PT should not be viewed only as a public service, but as a critical element for environmental safeguard and improve cities’ life quality. Research has shown that PT are essential design and planning concern to make cities more sustainable, accessible, inclusive and convenient for all members of society.

Despite its immense importance, the major cities of Bangladesh lacking the basic PT facilities for the city people including the floating population. Currently, more than 61 million people living in urban areas of Bangladesh, of which a large number of people work and stay out of their homes for long hours. This section of people in the city, particularly those who are employed in the informal sectors critically require PT services.
The local city authority provides some PT options but almost all of them are out dated in design and poses absence of public expectations. The present PTs are neither popular among people nor have enough revenue generating scope for ensuring required cleanliness and maintenance. The major reasons that the PTs fail to attract people are lack of safety and security, aesthetic environment, beautiful outlook and standards toilet facilities and top most the hygiene issues. Considering the importance of PTs for the inclusive and sustainable sanitation in a city, SNV has initiated a process jointly with Kushtia Paurashava to design and construct an exemplary public toilet and assist in modifying existing PTs and planning for future. Already the demand scan study has done by SNV to explore potential needs of PT facilities in Kushtia city.

3.0 Objectives

The objective of the assignment is to assist the Kushtia Paurashava in designing and construction of a contextual public toilet in discussion with Kushtia Paurashava and SNV representatives that reflects the public demand and expectations incorporating innovative and diversified use of PT compound as alternate and additional revenue generation scope.

4.0 Scope of work

The Consultancy firm/individual consultant will focus on designing and implementation of a PT and will entail the following scope of work:

  • Discussion with SNV Urban Sanitation Team and Kushtia Municipal officials to understand the assignment, the background and expectations.
  • Review the standards for PT is Bangladesh, the existing study reports at local level and also analyze best PT examples in National level
  • Exploring locations at municipal level and also identifying the best place in terms of public demand and revenue generation scope
  • Development of draft architectural drawings and designs for at least 3 separate arrangements of PTs including draft budget requirement
  • Arrange sharing meeting and finalizing the designs of PT consulting with municipal representatives and SNV officials
  • Preparation and finalization of designs and technical drawings including detail BoQ as per LGED rate schedule (most recent one)
  • Timely inspection and supervision while construction works takes place and provide feedback on construction

5.0 Expected Outputs & Deliverables

The main expected results of this consultancy is preparing architectural and technical designs & drawings with detail BoQ
The main deliverables will be:

  • A report on existing exemplary PTs at national level analyzing the pros & cons, limitation and scope.
  • An analyzing report on different possible contextual PT options and finalizing procedures.
  • At least 5 sets of details architectural and technical drawings & designs in standard form.
  • 3D drawing of plan(s) with perspective views.
  • At least 5 sets of detail BoQ as per LGED rate schedule to facilitate tendering process.
  • At least 10 times field visit for inspection and supervision during construction works.

6.0 Human resource requirement

The Consulting Firm(s)/Individual Consultant(s) must have experience in the fields of BNBC codes, sanitation interventions, designing and preparing architectural & technical drawings, estimation as per govt. standards, supervision of construction works. Experience to work with local government institutes, national sanitation projects with govt. institutes will be considered as an asset. The CV(s) of the key personnel(s) must be attached with the proposal.

7.0 Timeframe

The total duration of the assignment will be for 36 weeks after signing of the contract. Commencement of the services is expected to be started at the beginning of 16 June, 2019.

8.0 Implementation arrangements

The Consultant will report to the Team Leader (SNV Urban Sanitation Programme) for each of the deliverables, and will work closely with the Sanitation Engineering Advisor for day to day reporting, Kushtia City Coordinator and also with the Urban Sanitation Team.
SNV will make payments in BDT to the agency after deducting applicable TAX and VAT in compliance with the rules of Bangladesh for this consultancy assignment. Payment will be made to the agreed account upon receipt signed invoice after the successful completion of each of the following phases of the assignment:

9. Application

Interested individuals or consulting firms are requested to submit their technical and financial proposal with the details on similar experience, methodology including activities and milestones, budget details, time frame, organizational documents (if case of organization)/ personal information (Affiliations, TIN etc.) and CVs of experts.
