Terms of References (ToR)
1. Background
Sightsavers is an International organisation that works with partners in more than 30 countries to eliminate avoidable blindness, and fight for the rights and needs of people with disability. Sightsavers commenced its programme in Bangladesh in 1973 in partnership with both the government and non-government organizations. The work of Sightsavers is concentrated on three thematic areas, Eye Health, Education and Social Inclusion.
Sightsavers is implementing a project titled ‘The Right to Health: Breaking Down Barriers to Eye Health’ in South Asia funded by UKAid from July 2018 to June 2021 in partnership with four NGO hospitals, which are i) Dhaka Progressive Lions Eye Hospital (DPLEH) in Narshingdi, ii) Prof. M A Matin Memorial BNSB Base Eye Hospital in Sirajganj, iii) Community Eye Care and Research Centre (CECRC) in Rangpur, and iv) Quasem Foundation Marium Eye Hospital (MEH) in Kurigram. Sightsavers has taken the initiative to support partners for development of the four partners strategic plan for 5 years in order to contribute to their further organizational development process.
Overall Objectives of the project:
Main Objective: Improved quality of eye care service provision in the target districts in Bangladesh.
Specific Objective:
- Uptake of eye health services, particularly amongst women and men with disabilities, and/or belonging to other marginalized groups, in target districts of Bangladesh.
- Eye health services, specifically human resources and facilities, are inclusive towards marginalized groups in the target districts
- Utilize Sightsavers policy expertise towards ensuring that inclusive eye health is prioritized in government health plans in Bangladesh.
2. Objective of the development of Organisational Strategic Plan:
The consultant is expected to work with Sightsavers and individual partners
- to develop strategic plan for the partners from 2021- 2025, which will provide direction/guideline to go forward with its vision, mission and overall organisational gradual development. The focus would demonstrate step by step development which the organisation will be able to monitor by themselves.
- To identify gaps and strategic opportunities to support partners in designing systematic matrix for human resources, service delivery, financing, governance/leadership, information management system, networking, resource mobilisation, monitoring and associated indicators, learning and impact with aligned with hospitals strategic priorities.
3. Expected outcomes and Deliverables:
- Strategic Plans 2021-2025 and Operational Plan for the first two years (Individual partner i.e. 4 partners);
- Final presentation of the Strategic Plan to Board Members of Partner hospitals for final endorsement.
4. Scope of Work:
- The consultant will propose the methodologies in a two-page concept note.
- Consultant will submit details proposal including methodology and key head lines of the strategic plan
- Meeting with Sightsavers and partner hospital to start the process following contextual analysis
- Stakeholder / beneficiaries consultations
- Strategic planning workshop with stakeholders/ recommendations to development of Theory of Change, vision, mission, monitoring and learning.
5. Time frame:
It is expected that the activity will start on 1st October , 2020 and end on 20th December, 2020.
6. The interested consultants are requested to submit their proposal considering the following:
- A two-page concept note by 20th September 2020
- Financial proposal mentioning the detailed costs of the assignment including daily rate, man days, transportation, food and accommodation etc. Applicable VAT & Tax to be deducted at source.
- A tentative work-schedule
- CVs of the team leader and other team members proposed
7. Sightsavers will ensure the following support:
- Communicate with partners for consultation.
- Arrange review of Secondary document
8. Payment Schedule:
The payment may be made through three instalments (40%, 30%, & 30%) based on mutual consent with the consultant
9. Mode of payment:
The payments will be made in A/C payee cheques in favor of consultant/consultancy firm based on banking information provided by the consultant. Tax and VAT shall be deducted at source while making the payment
10. Key contact person
Rafiqul Islam, Project Manager-Eye Health and Syeda Asma Rashida, Senior Programme Officer, Sightsavers will be the key contact on behalf of Sightsavers, Bangladesh Country Office.
11. General Terms and Conditions:
- The Assignment shall not be sub-contracted to anyone.
- Agreement for additional time requirement to complete the assignment without changing the scope of work must be made in writing. The additional time, however, cannot be extended more than a week.
- Confidentiality of all the information will be assured at all the times.
- Copyrights and intellectual property rights shall completely belong to Sightsavers
