Position Profile

Monitoring, Evaluation & Learning (MEL) Officer is a Country Office based position to be working as a member of MEL team. SWB MEL team works closely with the program management team to ensure effective program monitoring, research, project design and knowledge management for impactful program implementation. The description below about this position is indicative and will not be limited to the following-

Type of position : Regular position (One-year contract with a possibility of extension)

Key Job Responsibility

Project Planning & Designing:

  • Support to MEL Manager in planning and designing the programs and components of different projects.
  • Assist MEL Manager in developing and managing project specific Annual Workplan and Monitoring, Evaluation, & Learning (MEL) plan documents.
  • Prepare and manage monthly and annually project implementation calendar using Gantt Chart
  • Closely work with MEL Manager for developing success indicators of different projects and project components

Implementation Monitoring:

  • Work with MEL Manager in preparing annual monitoring plan and follow the plan in performing day-to-day work.
  • Prepare monitoring tools those are appropriate for different program components.  
  • Regularly monitor program implementation and share findings with programs teams for program improvement.  
  • Prepare monitoring reports and submit to MEL Manager for wider sharing.
  • Closely work with partner organizations for supporting them in implementation of result-based monitoring system.

Research & Evaluation

  • Assist MEL Manager in developing research planning, writing research proposals, research designs.
  • Closely work with research agencies designing research plans and methodology. 
  • Prepare and manage research mapping document/database as per project need.
  • Prepare research RFPs (Request for Proposal), conduct agency briefing session and hire research agency following the SWB’s procurement policy, and ensure smooth operation of research activities.
  • Coordinate with research agencies for developing research instruments and make them approved for data collection.
  • Supervise the data enumerator training, data collection process, data entry and conduct data validation checks to ensure good quality of data.
  • Review & check the quality of study report and research presentation received from research agencies.
  • Coordinate the research finding sharing session to donors, partners and in other external meetings and conferences.

Reporting and Documentation

  • Assist MEL Manager in preparing annual work plans, quarterly reports, annual reports, project closing reports focusing all project activities, deliverables, and outcomes. 
  • Assist to upgrade Yearly Annual Workplan and MEL plan as per project requirement.  
  • Assist to prepare bi-weekly situational report as per project need.
  • Support to manage Development Information System (DIS) for project reporting.   
  • Develop PPT presentations for different meetings, seminars and workshops based on project demand.  
  • Write meeting minutes and share with respective people.  
  • Work with MEL Manager is maintaining report archives.  
  • Develop and finalize field visit plan and ensure all administrative and logistics support in consultation with supervisor.
  • Support senior management with required information when needed.  
  • AND perform any other assignments assigned by the supervisor.

Key Qualifications 

  • Bachelor’s degree in development studies, social science, education, statistics, business studies from a reputed university. Master’s degree is preferred.
  • At least 2 years of experience in project monitoring and evaluation with development sector.
  • Strong expertise in MS Excel with data management, data cleaning, and data analysis skills.
  • Excellent report writing and translating skills in English and Bangla
  • Hardworking and easily adapting abilities in a new working environment.
  • Experience in designing M&E system especially development of MEL framework.
  • Interested in working for children’s development and education.

Salary:

Monthly salary range is BDT 50,000 - 55,000 with other admissible benefits including annual festival bonus, gratuity fund, reimbursable medical allowance, and communications allowance. Tax will be applicable as per Bangladesh Government rules.
