B. ABOUT SEEP

Social and Economic Enhancement Programme-SEEP is a private voluntary development organization with a vision to create a society for children which is free of exploitation, discrimination and violence and supports growth to their highest potential. Established in 1985 with its head office in Dhaka and has the mandate to protect the children from all sorts of hazardous condition including disaster and emergencies across Bangladesh.
SEEP works in six thematic areas and has been implementing a project titled ‘Empowering Women through Strengthening WASH Governance System in Ramu, Cox's Bazar’ in Cox’s Bazar with technical support from Welfhungerhilfe (WHH) Bangladesh, to support the host community to create access to safe drinking water and hygiene practices.

C. ROLE PURPOSE

The MONITORING AND EVALUATION OFFICER will assume the overall oversight of the project activities towards the host communities in Cox’s Bazar, under the supervision of Project Manager and in collaboration with the Deputy Executive Director of SEEP. The M&E OFFICER will be based in Cox’s Bazar district to lead the project titled ‘Empowering Women through Strengthening WASH Governance System in Ramu, Cox's Bazar’, mainly to support the host community to strengthen wash governance, with a plan to diversify the portfolio.
 
The M&E OFFICER will develop and implement MEAL plan, contribute to assessments, supports in documenting and reporting, and maintain database and provide relevant training to staff and volunteers. The M&E OFFICER will work with SEEP staff and its partners in ensuring that effective monitoring and evaluation systems are in place for the project. The post will also ensure SEEP’s accountability to all stakeholders by implementing a functional and appropriate complaints or feedback mechanism. S/he will need to establish an innovative and robust MEAL system to track learning outcomes, monitor progress and track effectiveness of activities implemented under the project. The post-holder will lead the design and rendering baseline study, household survey and assessments when required.

The person is expected to have excellent coordination and interpersonal skills, dynamic decision-making skills, a high ability to work independently, take initiatives, and negotiate and influence policy and advocacy. S/he will build and sustain close working partnerships with national and international organizations and local government operating in the area by actively sharing information and knowledge to facilitate program implementation.

D. QUALIFICATIONS & SKILLS

  • A combination of qualifications and experience in NGO setting, including WASH.
  • Strong experience in project MEAL management, writing proposals, concept notes and narrative reports.
  • Bachelor’s degree, or relevant combination of qualifications and experience, in Social Science/Development Studies/Economics/International Relations/Public Administration.
  • A minimum of 03 years of experience in MEAL and Complaint Response Mechanism (CRM) in both humanitarian and development contexts, including a range of thematic areas.
  • Excellent interpersonal and communications skills, having the ability to work and relate with people from different socio-cultural backgrounds, including a wide array of stakeholders.
  • Ability to work individually with minimal supervision, within tight deadlines and varying cultural contexts.
  • Willingness to travel and to participate in meetings/calls beyond the typical working hours.
  • Commitment to child protection, gender equality and rights and having sound knowledge and experience of integrating gender and diversity issues into MEAL frameworks. 
  • Computer proficiency in word processing, PowerPoint, database, spreadsheet, and graphics presentations (including one or more of the following programs: KoBo, Excel, Access, SPSS, ODK, and other internet applications.
  • Understands international standards in humanitarian protection and accountability (e.g., HAP, CORE Humanitarian Standard, SPHERE)
  • Experience working in Rohingya camps, and host communities will be prioritized.
  • Expertise in local language of Cox’s Bazar will be preferred.
  • Knowledge of project implementation and local laws and regulations is an asset.

E. KEY RESPONSIBILITIES

The M&E Officer will have responsibility for ensuring quality MEAL systems and plans for SEEP and partners. This includes designing or improving the project’s MEAL framework and lead the tracking of activities and its alignment with project outcomes.  Post holder will work closely with relevant officers of SEEP partners, relevant technical managers and staff of SEEP and partners to monitor, evaluate, and learn from project implementation processes and their impacts. The post will support the strengthening of evidence-based learning and programming. In addition, the post will contribute to donor reporting and writing of concept notes and proposals related to the context.

1. Monitoring, Evaluation, Accountability & Learning

  • Lead in designing and implementing projects MEAL system
  • Build capacity and provide mentoring to staff involved in the project on MEAL systems, processes, methodologies, and data applications.
  • Support the implementation of monitoring systems to systematically track project activities and their alignment with project outcomes.
  • Develop or advise on monitoring tools and methods for the project. Ensure the projects comply with the agreed MEAL plans.
  • In collaboration with the Manager, be responsible for the project’s monitoring, reporting and quality control.
  • Report/alert the Manager on regular basis on any anticipated safeguarding issues, risks, implementation status, and any emerging opportunities and threats to the project implementation.
  • Using the M&E data generated from the project, support the project to deliver on evidenced-based influencing and communications.
  • Actively engage and take part, as assigned, in external evaluation, audit and monitoring; extracting critical lessons learned and good practices; and research design and activities related to humanitarian response.
  • Implement a comprehensive complaint and feedback response mechanism.
  • Lead and support project staff to document and share project learning, innovations, and results.
  • Develop innovative presentations, learning briefs and case study for sharing with external and internal audiences
  • Preparation of project learning documents and publications at the end of the project.

2. Program & Partnership Development, Reporting & Progress Tracking

  • Support the Manager and relevant project staff of SEEP in retaining knowledge, by ensuring that all relevant information is included in SEEP's program, accountability and learning mechanism.
  • Support the Manager and relevant SEEP staff, and technical staff in preparing project narrative and financial reports to ensure the quality and compliance required by donors.
  • Support the furtherance of the partnership approach in humanitarian response.
  • Support the Manager and relevant SEEP staff in developing strong organizational relationships within the GO/NGO partners of SEEP and ensure that they reflect the spirit and intent of the partnership approach.

3. Uphold SEEP´s values and contribute to the Head Office shared priorities

  • Be aware of SEEP’s commitments to all policies and strive to uphold them.
  • Be committed to promote SEEP’s core values at all times.
  • To support the documentation of government reports and assessments required from the start to the phasing out of the project.
  • To support the Programme Development and Quality (PDQ) team in developing concept notes, situation reports and project proposal related documents.

4. Capacity development

  • Coach/support on the capacity development of the staff and volunteers in allocated emergencies responses.
  • Identify needs for expert/ advisory visits to allocated countries in order to support the partners in project implementation in the identified technical areas

5. Safeguarding

  • Ensure that security management protocols and procedures are updated, made locally relevant, and applied consistently.
  • Be aware of SEEP’s commitments to gender and diversity, child right policy, PSEA and all other policies and strive to uphold them.
  • Identify, report and document cases of safeguarding.
  • Ensure program staff under her/his supervision understands individual and collective responsibilities for safety, security, and protection.
  • Plan, integrate and implement safeguarding activities.
  • Support the team to follow up all cases of abuse as well as timely response and resolution of the cases of abuse.
  • Monitor the operational environment with respect to increased level of threat

  • Participate in coordination and partnership activities.
  • Actively engage in discussions that are shaping the context in which the project is working to deliver on its objectives and engage in sharing information about the project progress.
  • Any other task assigned by Project Manager and DED of SEEP.
  • SEEP authority can deploy you in any emergency operations, if requires.
