Literacy Program Officer, Literacy Field (Re-advertised)

UN World Food Programme (WFP) has entrusted Room to Read to implement a 5-year literacy intervention titled ‘McGovern-Dole International Food for Education and Child Nutrition Program’ funded by the United States Department of Agriculture (USDA) for over 31 thousand students of 149 Government Primary Schools in Madhabpur, Habiganj. As the education technical partner, Room to Read Bangladesh will deliver interventions to enhance students’ literacy skills from Pre-Primary up to Grade 5.

Position Overview:

The Literacy Program Officer works as technical lead on literacy skills and the habit of reading at upazila level and coordinates closely with the district field office to ensure successful implementation of the Project on Reading Advancement activities. This position reports to the Project Director and provides technical supervision to the Literacy Facilitators of the partner organizations.   This role will be based in Habiganj district.
 
Roles and Responsibilities:

  1. Implement Reading Improvement Activities:
    • Oversee the implementation of reading improvement activities within a designated number of schools as part of the Project on Reading Advancement.
  2. Coordinate Upazila-Level Workshops and Training:
    • Organize and facilitate workshops, training sessions, and other events for field-level staff, head teachers, teachers, and School Management Committee (SMC) members at the upazila level, following the program's design and implementation calendar.
  3. Provide Support to Partner Organizations:
    • Assist partner organizations in planning, organizing, and executing training sessions and events at both the upazila and school levels.
  4. Coordinate Timely Distribution of Learning Materials:
    • Ensure the prompt distribution of learning materials to schools, coordinating logistics and delivery schedules as necessary.
  5. Conduct Regular School Visits and Provide Technical Feedback:
    • Conduct regular visits to schools to assess program implementation and provide technical feedback to literacy facilitators and teachers to enhance program quality.
  6. Initiate Professional Development for Partner Staff:
    • Take the initiative in organizing professional development opportunities for partner organization staff to enhance their skills and knowledge.
  7. Report Implementation of Project Targets:
    • Provide timely reports on the implementation progress of project targets, highlighting achievements, challenges, and areas for improvement.

  Required Qualification:

  • Master’s degree in education/ project management/ social science/child development or any other relevant subject;
  • Minimum of 5 years’ related work experience;
  • Strong planning, budgeting, supervisory, training management and facilitation skills;
  • Good knowledge and understanding of education issues and priorities;
  • Strong interpersonal communication, language, and computer skills.

General Requirements

  • Willingness & ability to visit program sites extensively;
  • Skill & experience of working with e-communication & people with diverse culture;
  • Strong communication skills in Bangla and English;
  • Excellent computer operating skill;
  • Ability to work under pressure;
  • Comfortable in a performance-based organization working with low overhead budget;
  • Proven track record of achieving results;
  • Strong interpersonal and communication skills.
