UN World Food Programme (WFP) has entrusted Room to Read to implement a 5-year literacy intervention titled ‘McGovern-Dole International Food for Education and Child Nutrition Program’ funded by the United States Department of Agriculture (USDA) for over 31 thousand students of 149 Government Primary Schools in Madhabpur, Habiganj. As the education technical partner, Room to Read Bangladesh will deliver interventions to enhance students’ literacy skills from Pre-Primary up to Grade 5.

Position Overview:
The Officer, RM&E works as monitoring lead for the project to ensure program and data quality at upazila
and school level and provide supportive supervision to project RM&E staff for ensuring timely reporting of the Project activities on Reading Advancement. S/he will also coordinate filed level implementation of planned assessments for the projects. This position reports to the Project Director and will be based in Habiganj.

Primary Responsibilities:
RM&E:

  • Coordinate with WFP Project RM&E team and ensure accomplishment of all planned activities based on approved plan;
  • Provide technical support to WFP Project RM&E team in conducting different assessments;
  • Review all assessment framework, methodology including sampling and assist Project Director and   Sr. Manager-RM&E to finalize these documents.
  • Provide technical support in data collection including training of data collectors and data collection supervision.
  • Review all assessment reports and provide technical inputs tom improve quality;
  • Frequent monitor the ongoing program and project to provide recommendation to support technical team to improve the program quality;
  • Provide technical support in data quality monitoring for ongoing program and Project;
  • Provide on job training on data collection, data archiving, data analysis and reporting to project staff;
  • Conduct Data Quality Monitoring, Library Rating System including data collection, data analysis and report preparation for Project.
  • Compilation and analysis of PIM for project.
  • Collect and archive project and assessment data, analysis and prepare different analytical reports for Project.
  • Assist Project Director for conducting planned activities of the project;
  • Participate different program and events of Room to Read.

MIS:
Digitize the existing MIS to automate the data recording and reporting using tablets

  • Review and analyze the existing implementation, data flow, monitoring tools and reporting mechanism to complete a needs assessment targeted to identify MIS modules
  • Consultation with staff to revise operational modality, usage of monitoring tools, reporting mechanism and data needs for different stakeholders 
  • Specify the Operating system and the Application software(s) needed to operate the system based on need assessment and consultation 
  • Prepare final operational and technical documentation including design of the planned MIS (which includes requirements documentation, architecture, design documentation, technical documentation, dashboard, data flow diagrams, source code, etc.)
  • Develop various database modules and design of the modules based on need assessment
  • Develop an Android based data collection system comprising of all field level monitoring tools
  • Develop a web-based MIS with all option menus, that is be able to aggregate data using data collected from android based application
  • Develop well-designed dashboards for multiple level users and stakeholders
  • Develop protocols for access control and security and implementation of the security system for multiple level users
  • Field testing of developed android and web-based system
  • Trouble shooting, bug-fixing and finalizing the system to operate

Capacity building of project staff on data input, report generation and maintenance of MIS

  • Preparation of a comprehensive user manual for all level users
  • Develop training materials for training of staff and government officials
  • Provide trainings to staff and government officials on data collection, report generation and using the system
  • Keep the developed user manuals in system to assist all level users

Maintenance and troubleshooting to generate error free performance reports

  • After successful development of the system, ensure necessary maintenance of these software
  • Ensure trouble shooting/bug fixing when required
  • Ensure customization of developed system works based on need (if required)
  • Prepare and develop Training Documentation for providing training to resource personnel of A2H to operate MIS in hard copy and electronic version.

Provide onsite supports to project staff

  • Provide on-site support and need based support to project staff on developed MIS
  • Provide any other support to staff as and when required

Qualifications:

Required:

  • At least Master’s degree from a reputed university, major in statistics/Education/Social Science/ MIS/Computer Science or any other relevant subject
  • At least 5 years of experience in monitoring and research work including, data collection, analysis, data quality checking and managing project database

Technical:

  • Strong knowledge in MS Office software package as well as database software such as STATA is a must 
  • Expertise in data analysis and preparing analytical reports is a must 
  • Experience and comfort in using computers, web and android-based applications for data collection and analyzing is a must
  • Experience using customized project database will be a plus
  • Comprehensive knowledge of current evaluation methodologies and techniques in data quality monitoring 
  • Ability to define problems, collect data, establish facts, and draw valid conclusions will be a plus
