Since 2009 in Bangladesh, Room to Read has been implementing education support Programs in low-income and remote communities in Cox’s Bazar, Dhaka, Moulvibazar, Narail and Natore districts. Till 2023, we have supported the education of more than 0.4 million children in Primary and 7,386 girls in Secondary schools. We are proud to have worked with DPE, NCTB, NAPE, DSHE, a2i as well as national radio and TV in executing scalable and systemic initiatives to eradicate illiteracy and embed life-skills.
Position Overview:
The Advisor RM&E will oversee the technical aspects of the organization’s RM&E and coordinate activities related to monitoring, evaluation, research, and data management for program and project indicators in Global Database Solution and other online and offline platforms. This incumbent is responsible for coordinating activities related to monitoring, evaluation, research, and pilot testing in programs and projects, including managing the implementation of assessments, pilot testing and studies at the field level. Additionally, s/he will assist the Senior Manager of RM&E in designing, planning, and implementing assessments, as well as developing assessment concepts and tools for donor-funded projects. This position reports to the Sr. Manager-RM&E. This is a Dhaka, Country Office-based position and requires frequent travel (40% of the time or more) to the field.
Duties & Responsibilities:
Literacy skill assessment for Literacy Program
- Planning and implementation of reading skill assessments
- Provide technical lead in piloting and contextualization of the Early Grade Literacy Skills Assessment (EGLSA) tools
- Develop and or revise app-based data collection tools in SurveyCTO or other android app (if required), field testing, review and finalization
- Develop training materials and facilitate training for the data collectors for all the EGLS assessments
- Supervise data collection and ensure quality of data for baseline, midline, endline and other literacy assessments
- Import data from SurveyCTO software and conduct data cleaning for all assessments
- Conduct in-house data analysis for literacy assessments
- Perform internal analysis for assessments and internal sharing of study/assessment findings
Program and Project-Based Action Research and A/B Testing:
- Develop concept notes for different types of pilot testing and A/B testing in program and projects
- Coordinate with technical and project teams to design action research
- Design and implement project-specific action research to inform program improvements.
- Plan and execute A/B testing to evaluate the effectiveness of different program interventions.
- Analyze data from action research and A/B tests to generate actionable insights.
- Share findings with the program team and stakeholders to guide decision-making.
Assessments for Donor Funded Projects
- Develop framework and methodology for required assessments
- Coordinate with technical and project teams to design assessments
- Tool development/adaptation and field testing
- Manage and supervise external data collectors and consultants
- Conduct training for the data collectors
- Data collection supervision and quality check for assessments
- Supervise data entry, ensure data quality and ensure data cleaning
- Develop data analysis plan, conduct data analysis and generate findings
- Prepare draft assessment reports, share with team and finalize it through incorporating feedback
- Share assessment reports with donors and project teams
Manage and supervise external data collectors and consultants
- Develop ToR and Purchase requisition for hiring data collectors and consultants
- Ensure quality deliverables from data collectors and consultants
Generating and Sharing Learning
- Develop mechanisms for capturing and documenting learning from program and projects
- Document best practices and success stories from the field
- Share learning and best practices with the program and project team along with other stakeholders
- Facilitate knowledge-sharing sessions and workshops to disseminate findings
- Maintain a repository of learning resources and ensure accessibility for staff
Routine and Assessment Data Analysis
- Collect, review, clean and compile monthly Program Implementation Monitoring (PIM) data
- Provide technical feedback on student tracking data collection tool
- Observe student tracking data collection and sharing observation recommendations
- Analyze student tracking data with PIM data and share findings with program team
- Conduct intensive field visits and share observations with recommendations
Data quality monitoring
- Planning and lead data quality monitoring for the program and projects
- Conduct data quality monitoring activities and
- Analyze variations, generate report and share findings
Field visit
- Conduct field visit to monitor status of program implementation and quality
- Prepare field visit report and share findings
Manage and Coordinate GSD for The Project
- Train new staff on GSD
- Follow up on GSD data entry and coordinate with project staff; enter/update GSD and data cleaning
- Ensure that quality of data in GSD complies with the global standard and coordinate with GO to resolve issues regarding quality of data
Develop and update the project research agenda
- Develop and update the annual country and project research agenda for each program and projects.
- Finalize the research agenda and activities according to the RM&E and Country Strategy Document
Other
- Provide technical leadership in new initiated research as and when required
- Provide support to prepare new monitoring and reporting tools and format for all the programs
- Participate in different meetings and represent Room to Read as and when required
- Assist technical teams in contextualizing tools and templates
- Any other specific assignment delegated by management
Qualifications:
- Master degree of Education Research, Statistics, Social Science or any related field
- At least 5-7 years of experience working in Research analysis or project monitoring in INGOs or UN
- Strong planning, supervising and program development skills
- Strong understanding of research, monitoring, evaluation and process documentation
- Prior experience working with schools, teachers, school administrators, and government officials
- Excellent command of computer programs including MS Office, Excel, STATA, R and other statistical software
- Excellent verbal and written communication skills in English
- Strong initiative, good leadership skills and excellent team player
- Excellent interpersonal and relationship building skills.
- Ability to travel frequently
Preferred:
- Prior success working closely and building relationships with diverse groups of people
- Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead
- Prior experience in a fast-paced, growth-oriented global or regional organization
- Proven track record of achieving results
- Ability to juggle multiple priorities simultaneously and take initiative
- Prior experience living and/or working in rural areas,
- Prior experience working with schools, teachers, administrators and government officials
- Experience in successful implementation of a wide range of tasks as well as developing and implementing improvements in a prior position,
