Senior Officer, People Operations

Since 2009 in Bangladesh, Room to Read has been implementing education support Programs in low-income and remote communities in Cox’s Bazar, Dhaka, Moulvibazar, Narail and Natore districts. Till 2023, we have supported the education of more than 0.4 million children in Primary and 7,386 girls in Secondary schools. We are proud to have worked with DPE, NCTB, NAPE, DSHE, a2i as well as national radio and TV in executing scalable and systemic initiatives to eradicate illiteracy and embed life-skills.
Senior Officer, People Operations
(Based in Country Office and Reports to the Senior Manager, People Operations)
Position Overview:
The Senior Officer, People Operations is a key member of the HR/People Operations team, responsible for supporting the Senior Manager, People Operations (Head of People Operations) in managing various HR functions. These include overseeing hiring, employee retention, staff development, terminations, personnel record management, legal compliance, compensation, benefits, and long-term workforce planning. This position reports directly to the Senior Manager, People Operations (Head of People Operations).
Job Description:
- Assess training and development needs within the organization through job analysis, performance appraisals, and regular consultations with supervisors and HR.
- Develop and enhance professional training and development programs tailored to organizational and individual needs.
- Design and implement effective employee induction programs.
- Create individualized development plans and ensure consistent follow-up with participants.
- Provide training to supervisors on the online recruitment system.
- Conduct regular refresher sessions on systems and processes, including Workday, goal setting, and performance management.
- Assist in preparing personnel budgets during AP&B, including related documentation for submission into Adaptive.
- Compile and provide HR-related information for FD-6 and annual reports for both DI and custom projects.
- Facilitate training on interviewing, hiring, terminations, promotions, performance reviews, safety, sexual harassment, and child protection.
- Ensure robust compliance with staff benefit policies and oversee their implementation across all levels.
- Monitor adherence to policies, ensuring compliance with staff benefit provisions.
- Support managers in training for coaching, disciplining employees, resolving grievances, and counseling employees and supervisors, with guidance from the Senior Manager, People Operations.
- Oversee legal compliance by monitoring and implementing relevant human resource regulations.
- Assist the Senior Manager, People Operations, in planning and executing employee surveys, including staff satisfaction, mutual respect, working environment, and interdepartmental coordination surveys.
- Manage human resource operations by scheduling and assigning tasks and following up on results.
- Address employee appeals and ensure a structured complaint resolution process.
- Organize and coordinate professional development training programs and staff events.
- Safeguard the organization’s and employees’ interests by ensuring policies and practices comply with legal standards.
- Assist the Senior Manager in resolving employee relations issues effectively.
- Recommend disciplinary actions and terminations in alignment with personnel policy guidelines.
Qualifications:
Required
- Master’s degree required in a related field of study in Human Resources Management, Public Administration, Management, Business Administration, or other related field
- 5 – 7 years of professional experience is required.
- At least a working knowledge and understanding of People management and software.
- Strong planning, budgetary and Facilitation skills
- Ability to travel to District offices throughout the Country
- Strong English verbal and written communication skills
- Proven track record of achieving results
Preferred
- Prior success working closely and building relationships with diverse groups of people
- Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead
- Prior experience in a fast-paced, growth-oriented global or regional organization
- Proven track record of achieving results
- Ability to juggle multiple priorities simultaneously and take initiative
- Prior experience living and/or working in rural areas,
- Prior experience working with schools, teachers, administrators and government officials
- Experience in successful implementation of a wide range of tasks as well as developing and implementing improvements in a prior position,
