Palliative Care Specialist (Re-Advertisement)

Duty Station:  Ukhiya Specialized Hospital, Ukhiya, Bangladesh
Report To:  Health and Nutrition Program Manager
Expected Start Date: At Earliest
Contract length: Up to December 31, 2022 (With possibility of Extension subject to funding, program needs and performance of incumbent)

Relief International (RI) has been working in Bangladesh since 2004, implementing programs covering emergency response, health, economic opportunity, trafficking in persons, gender equality and youth empowerment. RI has been present in Cox’s Bazar since 2014 where it was implementing a trafficking in persons project in Ukhiya and Teknaf supporting old caseload refugees as well as host communities prior to the large-scale influx. Since 2017, RI has scaled up its operations in Cox’s Bazar to support the emergency response by providing integrated, multi-sectoral programming for refugee and host communities, covering health services, including a 100- bed COVID-19 Isolation and Treatment Center in Ukhiya, child protection, SGBV, complimentary food and livelihoods opportunities to support social cohesion. Relief International is currently implementing a large scale refugee response program in Cox`s Bazar in Bangladesh in collaboration with multiple partners including UNHCR, USAID.RI maintains a country office in Dhaka with multiple field offices in Cox`s Bazar.

Position Summary:

The Palliative Care Specialist is responsible to ensure managing pain and other distressing symptoms, will offer emotional, spiritual and psychological support for the patient, family and friends. He/she is responsible to lead palliative care team as well. The  incumbent  will  work  under  the  supervision  of  the  Health and nutrition program manager to provide  support to the community  through the performance of the following duties.

MAJOR RESPONSIBILITIES:

  • Provide the highest possible standard of specialist palliative care, medical services, consultancy and advice to clients and families.
  • Work collaboratively with primary health service providers and specialist health service providers across the range of settings for effective continuity of care.
  • Ensure high quality specialist palliative care, skills, advice and support to patients, relatives and caretakers.
  • To work with a patient and his or her family to identify, control or alleviate physical and emotional discomfort and other symptoms that often accompany serious health condition.
  • Ensuring that delivery of care is coordinated across the health care setting.
  • To deliver evidence based, patient-centred and empowering holistic care.
  • To link patients, caregivers and family members to available support groups and other services.
  • Improve access to helpful information to patients and their families for them to be well-informed, confident in decision making about their care.
  • To demonstrate clinical excellence and the highest standards within the field of palliative care.
  • Open discussion about treatment choices for patient including difficult and complex choices) and management of the symptoms.
  • Assess the urgency and severity of presenting problems through history taking, examination and investigation.
  • To provide specialist advice and education to other professional colleagues.
  • Recommending and carrying out referrals for appropriate interventions and procedures. 

Improve patient health through

  • Health education, counselling and information provision about how to improve health and prevent disease and interventions or treatments that treat risk factors.
  • Facilitate the development and delivery of best practice specialist palliative care medical services in the hospital.
  • Clinical Notes: All patient consultations must be accurately recorded in the clinical patient notes within 24 hours of seeing the patient.
  • Actively pursue improved outcomes for clients in need of palliative care by participating in clinical audits and evaluation.

Health & Safety

  • Comply with established health and safety policies with regard to handling of instruments, storage of drugs and disposal of sharps and other potentially dangerous equipment and substances. Comply with current NZ legislation.

IPC Management and others

  • Provide training on IPC, donning and doffing of PPE items.
  • Monitor triage, early recognition and source control.
  • Supervise instrument processing.
  • Monitor waste management in the hospital.
  • Contribute in ensuring the safeguarding in the organization.

Safeguarding and Gender Sensitiveness

  • Be part of embedding an organizational culture that is committed to protecting clients from harm.
  • Ensure that the team understands and abide by the organization culture of safeguarding.

QUALIFICATIONS & REQUIREMENTS:

  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
  • Completed advance Post graduation training degree from an accredited academic institution in Palliative Care Medicine.
  • 2-4 years of experience for candidates holding a first level university degree.
  • Experience in health related programs.
  • Knowledge and experience with working in the field, public health sector and in medical emergencies. Experience with refugee health will be an added advantage.
  • Ability to work effectively under pressure in hardship situations and harmoniously within a team of colleagues from varied cultures and professional backgrounds.
  • Previous experience in development project at an international organization is an advantage.
  • Ability to work independently under minimal supervision & excellent interpersonal skills.
