We specialize in fragile settings, responding to natural disasters, humanitarian crises, and chronic poverty.

Relief International (RI) has been working in Bangladesh since 2004, implementing programs covering emergency response, health, economic opportunity, trafficking in persons, gender equality, and youth empowerment. RI has been present in Cox’s Bazar since 2014 where it was implementing trafficking in person’s project in Ukhiya and Teknaf supporting old caseload refugees as well as host communities prior to the large-scale influx. Since 2017, RI has scaled up its operations in Cox’s Bazar to support the emergency response by providing integrated, multi-sectoral programming for refugee and host communities, covering health services, including a 100 bed COVID-19 Isolation and Treatment Center in Ukhiya, child protection, SGBV, complimentary food and livelihoods opportunities to support social cohesion. Relief International is currently implementing a large-scale refugee response program in Cox`s Bazar in Bangladesh in collaboration with multiple partners including UNHCR, USAID. RI maintains a country office in Dhaka with multiple field offices in Cox`s Bazar.

Position Summary:

The HR Manager is responsible for the development and implementation of appropriate HR strategies, systems, and processes for the organization to ensure managers and staff in Bangladesh are supported and enabled to deliver quality work. S/he contributes to the leadership and governance of the organization as a member of the Country Senior Management Team, serves as technical advisor and business partner to the CD and SMT on all HR matters, and line manage and provide ongoing training and coaching to country HR staff.

Specific responsibilities will include but are not limited to:

Under the guidance of the Country Director, the HR Manager will be responsible for-

HR Strategy

  • Lead on all aspects of HR from a strategic, OD, and leadership lens including operational matters of impact and to support and advice to contribute to strategic leadership as a part of Country Management Team.
  • To support in identifying areas for development in terms of HR contribution to the response in collaboration with the Country Director and SMT. 
  •  In collaboration with CD, plan and develop staffing and recruitment plan to ensure that country office is staffed appropriately, based on programs needs and funding availability, in an efficient and timely manner.
  • Ensure, Diversity, Equity, and Inclusion are embedded through the HR value-chain and enforced as part of the organization's culture.
  • Ensure the consistent implementation of Human Resources policies and procedures across the country program.
  • Regularly communicate and collaborate with HR at the RSO and GSO to meet various HR country objectives and requirements.

Recruitment

  • Ensure staff hiring is conducted efficiently and in compliance with all RI’s policies and national labor laws.
  • Ensure a transparent, timely, and efficient recruitment process.
  • In consultation with the Sr. HR Coordinator, finance team, and country management team; determine salaries for selected candidates and prepare employment offers.
  • Ensure pre-employment requirements are submitted and personnel file with documentation according to the HR checklist is maintained for new staff on a timely basis.
  • Ensure that all staff complete orientation and onboarding including necessary policy training in a timely manner as per RI policy.

Compensation, benefits, and performance evaluation

  • Ensure timely and efficient payroll preparation for accurate data on donor code, number of days, benefits.
  • Ensure the proper and accurate tracking of leave.
  • Assist in the periodic salary review and analysis, and review and revision of new salary structure in collaboration with the RSO HR.
  • Assist in advising on best practices on income tax, festival bonus, and retirements/severance benefits in accordance with the labor law in Bangladesh applicable for the private and nonprofit sector and RI policy.
  • Review compensation and benefits packages on a regular interval in collaboration with the country management team.
  • Support with salary scale assessments on an annual basis to ensure RI’s salary package is fair, consistent, and competitive

Employee Relations and Team Management

  • Ensure the timely processing of the new contract, contract extension, staff transfer, promotions, and other changes of status.
  • Manage processes related to disciplinary actions, staff separation, and termination.
  • Keep RI Bangladesh Employee Manual updated and constantly communicate it, along with other HR policies to staff.
  • Make sure that employees’ files are auditable at all times as per RI standards and any relevant donors’ requirements.
  • Support deployment of HR payroll application and maintenance of the application, regularly update the application with relevant information and data, and generate reports for the country management team.
  • Ensure the HR function is appropriately designed planned and resourced to deliver its goals.
  • Work with the senior managers to understand their HR needs and expectations and to support them to become successful people managers.

Learning and Development

  • Cooperate with RI’s Director of Training and Development to implement capacity-building initiatives and motivate staff to participate.
  •  Monitor employee performance and coordinate with relevant staff to ensure employee performance evaluations are carried out in a timely manner, filed, and communicate the outcome of the evaluation to the respective staff.
Safeguarding and Gender Sensitiveness: 

  • Be part of embedding an organizational culture that is committed to protecting clients from harm. 
  • Ensure that the team understands and abides by the organization's culture of safeguarding.
  • Design and implement gender-sensitive approach (if/where applicable). 

Qualifications & Requirements: 

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast-paced environment.

  • Bachelor’s and Master’s degree level from a recognized and reputed universities in Bangladesh or abroad, preferably with a major in HR and professional qualification/training in HR.
  • At least 7 years progressive full-time employment in a similar position preferably in the non-profit sector with at least 3 years in an HR supervisory/management position.
  • Experience in developing and implementing HR policies, procedures, and systems.
  • The candidate needs to have strong knowledge of Bangladesh labor law and NGO/INGO best practices in human resource management, compensation, and benefits.
  • Direct experience in organizing large-scale recruitment.
  • INGO experience is strongly preferred.
  • Ability to prioritize and deal with competing demands.
  • Previous experience in staff supervision and capacity building.
  • Fluent spoken and written Bengali and English.
  • Excellent organizational, interpersonal, and communication skills.
  • A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team.
