Senior Field Coordinator

Duty Station: Based in Cox’s Bazar with frequent travel to Ukhiya and Teknaf (Field Offices/Camps)

Relief International (RI) has been working in Bangladesh since 2004, implementing programs covering emergency response, health, economic opportunity, trafficking in persons, gender equality and youth empowerment. RI has been present in Cox’s Bazar since 2014 where it was implementing a trafficking in person’s project in Ukhiya and Teknaf supporting old caseload refugees as well as host communities prior to the large-scale influx. Since 2017, RI has scaled up its operations in Cox’s Bazar to support the emergency response by providing integrated, multi-sectoral programming for refugee and host communities, covering health services, including a 132 bed COVID-19 Isolation and Treatment Center in Ukhiya, child protection, SGBV, complimentary food and livelihoods opportunities to support social cohesion. Relief International is currently implementing a large scale refugee response program in Cox`s Bazar in Bangladesh in collaboration with multiple partners including UNHCR, WFP, USAID.RI maintains a country office in Dhaka with multiple field offices in Cox`s Bazar.

Position Summary: The Senior Field Coordinator is responsible for the implementation and strategic direction of RI’s field office (Ukhiya and Teknaf), and for fostering effective relationships and communication with local authorities and camp management. The Sr. Field Coordinator combines a thorough grasp of programs, operations/Logistics, Finance and HR functions to ensure strict compliance of all RI policies and procedures at field level. He/she should have demonstrated experience managing a large national workforce of emerging skill and professional capacities. 

Position Responsibilities and Duties: 

Coordination/Representation

  • Actively participate and represent RI in coordination meetings with NGO colleagues, meetings conducted by local and state authorities, UN agencies and stakeholders at Camp level.
  • Build a close relationship with local authorities and Camps in Charge at the field level
  • Liaise with partners, local authorities, and local communities whenever it serves the objectives of the programs. Build and strengthen relations with key government offices including, RRRC, DC and CiC to obtain required authorizations and approvals and ensure understanding or RI programs 
  • Identify gaps in service provision to IDPs or Refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support
  • Ensure Compliance with RI and Donor Policies
  • Take an overall lead on staffing structure and roles in Ukhya and Teknaj
  • Any other special assignment assigned by supervisor.

Logistics Functions:

  • Liaise with CXB operations team to ensure the observance of RI Supply Chain & Operations policies and procedures including: procurement, fleet, warehousing, and asset and equipment management as well as ensuring compliance with donor regulations. 
  • Oversee the carrying out of administrative support in Ukhiya and Teknaf offices for IT, property management, security and facilities maintenance. 
  • Operations staff will have direct technical oversight and support from the SCO manager Coxs Bazaar.
  • Ensure all required reporting requirements are met as required by SCO Manager in CXB for Country Program, Awards and for RI Global.
  • Manage all daily field fleet movements of vehicles, including training drivers and maintaining driver schedules and rosters.
  • Ensure timing and complete monthly fleet reports, fleet usage analysis, allocations and invoice summary. 
  • Oversee procurement and construction within the camp, liaise with suppliers and contractors to ensure timely completion of works. 
  • Provide oversight of engineer for all facilities construction work, repair, and maintenance. 
  • Support project managers with operational challenges, e.g. initiating purchase requests for fencing repair and site-specific improvements
  • Support Operations Manager to maintain a register for all field assets and inventory and ensure donor reports for assets are completed and submitted to the Operations Manager
  • Provide support to warehouse staff and pharmacists to ensure systems and reporting is in place to allow effective storage, tracking and distribution of stocks.

Human Resources

  • Assist in the regular review and roll out of HR policies, employment policies and procedures in compliance to RI’s standards and evolving national labor law for the Field Base Staffs In collaboration with Sr. HR Coordinator.
  • Respond to employee related queries, Issues and provide services to all HR related inquiries and requests for Field Base Staffs In collaboration with Sr. HR Coordinator.
  • Cooperate with Sr. HR Coordinator to implement capacity building initiatives/Training and motivate field base staffs to participate.
  • To ensure staff wellness. Provide support on a wide range of employee relations issues, case investigations, etc in collaboration with Sr. HR Coordinator.

Finance

  • Under SFC supervision, ensure program implementation and budget use follows grant requirements per relevant donors. Report any deviations from spending projection/plans to HTL. 
  • Ensure project burn rates and spending is on track per need of donors and SMT, also ensure the projections and actual are aligned with program needs. 
  • Review monthly BVAs with the team.
  • Review the drafted new proposals budgets and when needed budget realignment for active grants before it goes to Cox finance manager for review and donor submission. 
  • Ensure finance books are monthly as per internal deadline. Ensure availability of funds on all the programing locations

Safety and Security

  • Assume overall responsibility for staff safety in the area of operation
  • Ensure that all relevant information regarding safety, security and the context is collected, updated and shared in a regular and timely manner
  • Manage basic security planning including information gathering and regular updating of risk assessments, standard operating procedures, and evacuation and contingency plans
  • Make decisions and assist to manage security incidents at local level, in consultation with the Head of CXB Programs

Qualifications and Requirements

  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
  • Bachelor’s and Master’s degree level from a recognized and reputed universities in Bangladesh or abroad, preferably with major in management.
  • At least 5 years of progressive fulltime employment in a similar position preferably in nonprofit sector.
  • INGO experience is strongly preferred.
  • Ability to prioritize and deal with competing demands.
  • Previous experience of staff supervision and capacity building.
  • Fluent spoken and written Bengali and English.
  • Excellent organizational, interpersonal and communication skills.
  • A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team
