Coordination & Compliance Officer– USAID’s YES Activity program (National Position)

RI maintains a country office in Dhaka with multiple field offices in Cox`s Bazar. RI currently employs over 1000 local and international staffs in Bangladesh.

Relief International is currently implementing large scale refugee response program in Cox`s Bazar in Bangladesh in collaboration with multiple partners including UNHCR, WFP, USAID/OFDA. 

About the USAID’s YES ACTIVITY Program:

The objective of the project is to reduce the risk of conflict in Cox’s Bazar by creating sustainable, market oriented resilient livelihood opportunities for Host Community youth. All interventions under the program’s outcomes will aim to contribute to a supportive environment for women and girls, while directly addressing barriers and challenging negative gender norms and perceptions with innovative approaches.

Position Summary:

Brief on the position Coordination & Compliance Officer – Reporting to YES Project Manager, the Coordination & Compliance Officer role is to ensue program documentation, evaluation, and reporting are adequate and on proper timing. He/she will be the focal point for YES program compliance and will work directly with RI YES management, partners and the Business Development and Partnership Manager to meet all compliance documents requirements, reporting and any other relevant matters. Coordination & Compliance officers must have a strong working knowledge of USAID regulatory guidelines and standards. Monitoring accounting and regulatory guidelines as they relate to financial reporting and documentation also is important and requires excellent analytical, project management, communication and organizational skills.

Position Responsibilities and Duties:

  • Serve as liaison between YES project manager and consortium partners in all matters concerning reporting, contracts, and compliance
  • Ensure project compliance with Federal Acquisition Regulations and USAID Policies and USAID mission orders and Implementing Partner’s contracts, including but not limited to procedures and regulations, reporting timeline, meetings, and updates
  • Maintain compliance to organizational policies, procedures and internal controls
  • Support PM in writing and revising core project documents as relevant and per USAID instructions (Annual work plans, MEL Plan, communication plans, quarterly and monthly reports)
  • Work with RI finance department and YES PM on keeping track of program budget maintain a detailed record of all project related expenses, review partner quarterly financial reports per USAID requirements
  • In collaboration with DPM and Project officers document and gather information from partners on program activities progress
  • Write and submit narrative reports on a quarterly basis; write special event reports on an ongoing basis.
    Collaborate with RI finance team, PM and partners on coordinating external audit process
  • Ensure all other obligations outlines in RI’s cooperative agreement with USAID are fulfilled (e.g., branding and marking requirements, VAT reporting). 
  • Any other duties as assigned by the Program Manager

Qualifications & Requirements

A. Education:Master degree (Social Science, relevant degree)

B. Work Experience: 5 years’ experience working with INGO/NGO in USAID similar projects is preferable.

C. Demonstrated Skills and Competencies:

  • Experience working in USAID projects and familiar with all USAID
  •  Experience in building strong relationships with the consortium partners
  •  Experience in develop SOP’s and timelines for consortium matters
  •  Strong background in finance and audit
  •  Competency in Microsoft Office, including Word and Excel, power point
  •  Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all  levels, taking into account cultural and language difficulties
  • Writing reports, case stories etc.

  • Flexibility

D.  Language Skills:

  • Excellent communication skills, both written and spoken in Bengali and English.
