Job Summary:

The two M & E Officers will split responsibility by sector, with one officer dedicated to health and protection activities and the other dedicated to food security activities. The health and protection-focused M&E officer will lead on the data management and routine monitoring of health and protection activities, including data analysis from RI’s field health monitoring tools and health facilities data. The food security-focused M&E officer will lead on data management and routine monitoring of food security activities, including market monitoring, post-distribution monitoring, and end-line assessment for cash transfers. Both M&E officers will be responsible for monitoring the quality assurance of project activities, as well as establishing and analyzing data from beneficiary feedback mechanisms.

Job Duties:

M&E System

  • Assist in the creation of data collection tools and processes in alignment with project indicators and their measurement.
  • Assist in the development of M&E work plan, coinciding with the activity work plan, and keep it updated in accordance with project activities and timeframes as relevant.
  • Provide ongoing review on the quality of existing data in the project subject areas, the methods of collecting it and the timeliness of reporting to relevant parties.
  • Develop process for collecting baseline data for each project component and for all project indicators.

Implementation of M&E and Coordination

  • Coordinate on data collection with non-M&E staff to ensure data is collected on a regular basis to measure progress against project indicators and RI quality assurance priorities. Includes both quantitative and qualitative data collection (e.g. surveys, focus group discussions, and key informant interviews)
  • Support project monitoring through field monitoring visits, analysis of collected data (including the health field monitoring data, for health activities), and post-distribution monitoring (for food security activities).
  • Support project progress reporting and end-line assessment.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project.
  • Support the implementation and monitoring of project beneficiary feedback mechanisms

Communication and Reporting

  • Produce reports on M&E findings in coordination with reporting and/or communications staff.
  • Provide the Team Leader, Program Manager and other RI staff with information on an ad-hoc basis they may require on indicator data.

Education/Skill Requirements

  • Education: University degree in statistics, demographics, economics, or related field.
  • At least two (2) years of professional experience in M&E position responsible for implementing M&E activities of international development projects.
  • Minimum 6 months of aid-related international NGO experience in Bangladesh
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies a plus
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.


  • Good knowledge of program implementation, monitoring, evaluation, and learning techniques and practices.
  • Familiarity with sector specific data collection requirements (familiarity with health, protection, food security and cash programming, a plus)
  • Good knowledge and experience regarding gender mainstreaming.
  • Good moderation, facilitation and training skills.
  • Excellent analytical skills.
  • Ability to work in a team and good interpersonal skills.
  • Good computer applications skills.
  • Good organizational skills.
  • Ability to work independently with a minimum of supervision.
  • Ability to work under time pressure and meet deadlines.
  • Ability to work in diversified environments.
