Terms of Reference for
Hiring Consultant for Conducting Training on Result Based Management

Introduction

Reproductive Health Services Training & Education Program (RHSTEP) is a pioneer national non-government organization focusing on Sexual and Reproductive Health Rights (SRHR) for more than three decades in Bangladesh. RHSTEP was evolved in 1983 as a special project under the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh titled MRTSP. In 1989 MRTSP was transformed into an NGO. Considering the increasing need for other reproductive health care, MRTSP stepped forward in 2002 with multifaceted services and a new name 'Reproductive Health Services Training and Education Program - RHSTEP. RHSTEP has extended its activity centers in 20 districts of Bangladesh. Every year approximately 6,00,000 women, and men including youth adolescents, and children reached with different health care services, education, and awareness support through its 23 service delivery centers and 11 youth lead resource center. RHSTEP is registered with Department of Social Welfare and NGOAB of Government of Bangladesh

RHSTEP is implementing the project "Strengthening of Safe MR and Family Planning Services and Reduction of Unsafe Abortions for Improving SRHR Situation in Bangladesh," aimed at enhancing access to safe menstrual regulation (MR) and family planning services while reducing unsafe abortions. The project seeks to strengthen healthcare services, improve awareness, and build institutional capacities to improve the overall Sexual and Reproductive Health and Rights (SRHR) situation in Bangladesh. To enhance project performance and ensure impactful implementation, the organization seeks to engage a consultant to conduct a training on Result-Based Management (RBM) tailored to the project context.

Objective of the Assignment

The primary objective of this assignment is to equip project staff with practical knowledge and skills on Result-Based Management (RBM) to improve project planning, implementation, monitoring, and evaluation, ensuring efficiency and effectiveness in achieving the project’s objectives.

Scope of Work

The consultant will undertake the following tasks:

  • Design and develop a comprehensive training module on RBM with a focus on safe MR, family planning services, and SRHR project in Bangla
  • Conduct a needs assessment to tailor the training content to the participants’ knowledge levels and project requirements
  • Facilitate an interactive training workshop for project staff on Result Based Management, themes and techniques roviding case studies and practical exercises relevant to SRHR, safe MR, and family planning interventions.
  • Guide participants on developing RBM frameworks, including indicators, targets, and monitoring tools specific to SRHR project
  • Develop a post-training evaluation to assess knowledge gained and provide recommendations for follow-up support
  • Submit a final report summarizing the training outcomes, feedback, and key recommendations

Deliverables

  • Training needs assessment report
  • Training module and materials tailored to the project in Bangla along with presentations
  • Conducting at least one training batch for 3 days with 10-15 participants
  • Training evaluation report including lessons learned and recommendations
  • Final consultancy report with a summary of the training process, participant feedback, and action points

Expected Qualifications and Experience

The consultant should possess:

  • Advanced degree in Social Sciences, Project Management or related subjects
  • At least 5 years of experience in RBM training and application within development projects
  • Expertise in SRHR program management, monitoring, and evaluation, specifically in MR and family planning services
  • Strong facilitation and training skills with experience in interactive methodologies.
  • Proven track record of conducting RBM training for NGOs, government agencies, or development partners

Timeline

The consultancy is expected to be completed within 10 days commencing on date of signing agreement. The specific timeline for each deliverable will be mutually agreed upon between RHSTEP and the selected consultant(s) upon contract signing

Application Process

Interested candidates should submit:

  • A technical proposal detailing the training approach, methodology, and work plan
  • A financial proposal outlining consultancy fees and other relevant costs
  • Updated CV highlighting relevant experience and past similar assignments
  • At least two references from previous similar work

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Demonstrated experience and expertise in delivering RBM related training
  • Quality and feasibility of the proposed methodology
  • Clarity and relevance of the proposed timeline
  • Cost-effectiveness of the financial proposal
  • Ability to meet the specific needs and requirements of RHSTEP

Contractual Arrangements

The selected consultant(s) will enter into a formal contract with RHSTEP outlining the terms and conditions of the consultancy, including deliverables, timeline, payment schedule, and confidentiality agreements

Amendment of Terms

The terms of reference may be amended by mutual agreement between the RHSTEP and the selected consultant, if necessary

RHSTEP reserves the right to accept or reject any proposal received.
