Hiring Consultants for Conducting Training on Gender Transformative Approach (GTA) and Human Rights Based Approach (HRBA) |
Introduction
Reproductive Health Services Training & Education Program (RHSTEP) is a pioneer national non-government organization focusing on Sexual and Reproductive Health Rights (SRHR) for more than three decades in Bangladesh. RHSTEP was evolved in 1983 as a special project under the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh titled MRTSP. In 1989 MRTSP was transformed into an NGO. Considering the increasing need for other reproductive health care, MRTSP stepped forward in 2002 with multifaceted services and a new name 'Reproductive Health Services Training and Education Program - RHSTEP. RHSTEP has extended its activity centers in 20 districts of Bangladesh. Every year approximately 6,00,000 women, and men including youth adolescents, and children reached with different health care services, education, and awareness support through its 27 centers. RHSTEP is registered with Department of Social Welfare and NGOAB of Government of Bangladesh
RHSTEP is committed to promoting gender equality and integrating a human rights-based approach across its programs and initiatives. As part of this commitment, the organization seeks to engage consultants to conduct training sessions on Gender Transformative Approach (GTA) and Human Rights-Based Approach (HRBA) for its staff.
Objectives
The primary objectives of the training are as follows:
- To enhance the understanding of staff regarding the principles and concepts of Gender Transformative Approach (GTA) and Human Rights-Based Approach (HRBA).
- To equip staff with practical tools and methodologies to integrate GTA and HRBA into program design, implementation, monitoring, and evaluation.
- To promote a gender-sensitive and rights-based organizational culture that prioritizes equality, non-discrimination, and social justice.
Scope of Work
The consultants will be responsible for:
- Conduct inception meeting to understand the organization and outlining training design
- Designing a detailed training outline covering key principles, concepts, and methodologies related to GTA and HRBA.
- Designing a Gender analysis Questionnaire for using periodical staff assessment and a process for data analysis to generate periodic gender analysis report.
- Developing interactive training materials, including presentations, case studies, exercises, and group activities in Bangla
- Facilitating training sessions for staff members, ensuring active participation and knowledge exchange.
- Providing guidance and technical support to staff in applying GTA and HRBA principles to their respective areas of work.
- Conducting pre-and post-training assessments to measure the effectiveness of the training and identify areas for improvement.
Deliverables
The consultant will be responsible for delivering the following:
- An inception report outlining the current GTA and HRBA landscape within RHSTEP and identifying specific needs and challenge
- Develop a Gender Analysis Questionnaire and a data analysis process for reporting change in gender sensitivity among staff
- Sharing and finalize a training plan including session and timing in consultation with RHSTEP
- Develop a Gender Analysis Questionnaire and a data analysis process for reporting change in gender sensitivity among staff
- Developing a training module with necessary handouts and tools and submission to the RHSTEP in Bangla
- Conduction of a two days training in RHSTEP venue
- Evaluate the training through pre and post assessment
- Training report summarizing the activities conducted, feedback received, and recommendations for future capacity-building initiatives.
Qualifications and Expertise
The consultants should possess the following qualifications and expertise:
- Proven experience in designing and delivering training programs on gender equality, gender transformative approaches, and human rights-based approaches.
- In-depth knowledge of international frameworks and principles related to gender equality and human rights
- Strong facilitation and communication skills, with the ability to engage diverse audiences and foster participatory learning.
- Experience working with development organizations, NGOs, or governmental agencies on gender and human rights issues
Timeline
The consultancy is expected to be completed within 10 days commencing on date of signing agreement. The specific timeline for each deliverable will be mutually agreed upon between RHSTEP and the selected consultant(s) upon contract signing.
Application Process
Interested consultants are requested to submit:
- A detailed proposal outlining their approach to the training, including methodology and timeline
- A financial proposal detailing consultancy fees and other relevant costs
- CV(s) of the consultant or consulting team, highlighting relevant experience
- At least two references from previous similar assignments

Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Demonstrated experience and expertise in delivering Training on GTA and HRBA
- Quality and feasibility of the proposed methodology
- Clarity and relevance of the proposed timeline
- Cost-effectiveness of the financial proposal.
- Ability to meet the specific needs and requirements of RHSTEP
Contractual Arrangements
The selected consultant(s) will enter into a formal contract with RHSTEP outlining the terms and conditions of the consultancy, including deliverables, timeline, payment schedule, and confidentiality agreements
Amendment of Terms
The terms of reference may be amended by mutual agreement between the RHSTEP and the selected consultant, if necessary.
RHSTEP reserves the right to accept or reject any proposal received.
