Hiring Consultants for Conducting Training on Environmental Management and Occupational Safety |
Introduction
Reproductive Health Services Training & Education Program (RHSTEP) is a pioneer national non-government organization focusing on Sexual and Reproductive Health Rights (SRHR) for more than three decades in Bangladesh. RHSTEP was evolved in 1983 as a special project under the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh titled MRTSP. In 1989 MRTSP was transformed into an NGO. Considering the increasing need for other reproductive health care, MRTSP stepped forward in 2002 with multifaceted services and a new name 'Reproductive Health Services Training and Education Program - RHSTEP. RHSTEP has extended its activity centers in 20 districts of Bangladesh. Every year approximately 6,00,000 women, and men including youth adolescents, and children reached with different health care services, education, and awareness support through its 27 centers. RHSTEP is registered with Department of Social Welfare and NGOAB of Government of Bangladesh
RHSTEP recognizes the importance of environmental sustainability and occupational safety in all its operations. In line with our commitment to maintaining high standards in these areas, we are seeking qualified consultants to conduct comprehensive training sessions on environmental issues and occupational safety for our employees.
Objectives
The primary objectives of this consultancy are:
- To enhance awareness and understanding among employees regarding environmental management and occupational safety issues relevant to our operations
- To equip employees with the necessary knowledge and skills to identify, assess, and mitigate environmental risks
- To promote a culture of occupational safety by providing training on best practices, regulations, and procedures
- To build awareness and understanding of the links between climate change and SRHR
- To equip participants with knowledge and tools to address SRHR issues in climate- impacted settings
Scope of Work
The consultants will be responsible for:
- Review relevant materials, policies, and frameworks related to climate change and SRHR.
- Design a participatory and gender-sensitive training module.
- Conduct inception meeting to understand the organization and outlining training design
- Developing customized training modules tailored to our specific operations and requirements
- Developing, engaging and interactive training sessions to employees at various levels within the organization
- Providing practical examples and case studies relevant to our organization to illustrate key concepts.
- Offering guidance on implementing environmental management systems and safety protocols.
- Facilitating discussions and answering questions to ensure clarity and comprehension.
- Evaluating the effectiveness of the training through pre-and post-assessments and feedback mechanisms.
- Prepare a training report including key outcomes, recommendations and participants feedback (not more than 10-12 pages excluding Anne).
Deliverables
The consultants are expected to deliver the following:
- An inception report outlining the current environmental and occupational safety landscape within RHSTEP and identifying specific needs and challenges
- A two-day training agenda and materials, including presentations, handouts, and exercises in Bangla
- Facilitate a two-day training for RHSTEP staff focusing climate change issues and its impact on SRHR that contributes in environmental degradation
- Comprehensive environmental and occupational safety training report summarizing key discussions, learnings, and recommendations.
Qualifications and Expertise
- Demonstrated expertise in environmental management and occupational safety.
- Extensive experience in developing and delivering training programs for organizations.
- Knowledge of relevant laws, regulations, and best practices related to environmental and occupational safety.
- Strong communication and facilitation skills.
- Ability to tailor training content to diverse audiences and organizational contexts.
- Previous experience working with organizations similar to RHSTEP would be an advantage.
Timeline
The consultancy is expected to be completed within 10 days commencing on date of signing agreement. The specific timeline for each deliverable will be mutually agreed upon between RHSTEP and the selected consultant(s) upon contract signing.
Application Process
Interested consultants are requested to submit:
- A detailed proposal outlining their approach to the training, including methodology and timeline
- A financial proposal detailing consultancy fees and other relevant costs
- CV(s) of the consultant or consulting team, highlighting relevant experience
- At least two references from previous similar assignments

Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Demonstrated experience and expertise in environmental and occupational safety.
- Quality and feasibility of the proposed methodology.
- Clarity and relevance of the proposed timeline
- Cost-effectiveness of the financial proposal.
- Ability to meet the specific needs and requirements of RHSTEP
Contractual Arrangements
The selected consultant(s) will enter into a formal contract with RHSTEP outlining the terms and conditions of the consultancy, including deliverables, timeline, payment schedule, and confidentiality agreements
Amendment of Terms
The terms of reference may be amended by mutual agreement between the RHSTEP and the selected consultant, if necessary.
RHSTEP reserves the right to accept or reject any proposal received.
