Request for Proposals for Baseline Study
Resource Development Foundation (RDF), a national non-profit organisation, invites proposals from qualified consultants or agencies to conduct a baseline study for the project "Transforming Gender Inequality and Ensuring Empowerment for Climate-Induced Displaced People in Urban Slums." Funded by the Climate Bridge Fund - CBF (BRAC/KfW), this initiative targets 1,825 vulnerable households (4,750 people) across four climate-affected slums in Barishal City Corporation.
RDF seeks an experienced consultant/agency to establish rigorous pre-intervention benchmarks through a mixed-methods approach (household surveys, FGDs, KIIs). The study will assess climate vulnerabilities, gender inequality barriers, economic conditions, WASH access, and community platform capacities. Key deliverables include an inception report, draft/final baseline reports (max 30 pages + annexes), raw datasets, an online validation workshop, and a 2-page bilingual (Bangla/English) summary brief.
The ideal consultant must demonstrate:
- Proven expertise in baseline studies related to climate adaptation, gender transformation, and urban displacement contexts.
- Strong methodological skills in quantitative/qualitative data collection, ethical safeguarding (GBV/PSEA protocols), and intersectional analysis.
- A field team fluent in Bangla with experience working with women, persons with disabilities, and gender-diverse communities in slum settings.
- Adherence to child safeguarding policies and zero tolerance for GBV violations.
Submissions must include:
- A technical proposal (methodology, work plan, team CVs, and two referees)
- A separate financial proposal
- An example of a past baseline report (cover page, executive summary + first 5 analysis pages)
- Organization profile (if applicable)
Selection Criteria: Methodology (45%), team competence (20%), institutional experience (15%), and budget (20%). The assignment requires 50 calendar days starting post-contract, with payments linked to deliverables (30% inception report, 40% draft report, 30% final approval).
