Design and Implementation of the Knowledge-Sharing Dashboard for Cox’s Bazar Municipality (CBM)
PROTTYASHI, a social development organization, has been working to develop the disadvantaged population of the country since its establishment in 1983. According to the signed partnership agreement with HELVETAS Bangladesh, presently PROTTYASHI is implementing the “Inclusive Cities for Nutrition (IC4N)” project in Cox’s Bazar municipal areas, among others. The overall objective of the project is to improve the nutritional situation of the targeted vulnerable urban consumers in the Cox’s Bazar City area, with a strengthened food system under the leadership of the Cox’s Bazar municipality. The project operates under three primary outcomes: Nutrition Governance, Consumer Behavior, and Food Environment. As part of strengthening nutrition governance, Prottyashi aims to build the capacity of stakeholders in information and data collection, monitoring, and reporting to promote evidence-based planning and coordination.
To this end, PROTTYASHI seeks to establish a strategic knowledge-sharing framework aimed at improving transparency, accessibility, and the effectiveness of municipal services. As part of this initiative, CBM intends to develop a data dashboard to streamline access to municipal information, enable efficient inter-departmental communication, and engage the public through digital tools. A consultant or firm is sought to design, develop, and support the implementation of this system.
Objectives
To design and implement an interactive, user-friendly, and secure digital dashboard that consolidates municipal data from CBM departments and makes relevant information accessible to internal users and the general public.
Scope of Work
The consultant/firm will be responsible for:
- System Design: Propose the technical architecture, user interface, and back-end structure for the dashboard.
- Dashboard Development: Build a responsive digital dashboard with dynamic data visualization and filtering capabilities.
- Web Integration: Integrate the dashboard into CBM’s existing web platform and or a separate one, ensuring smooth interoperability.
- Data input pannel: easy access to edit the dashboard data with admin login.
- Orientation/Training: Provide short training to focal persons and department staff on how to use and maintain the dashboard.
- Documentation: Develop user manuals, maintenance guides, and protocols for updates and monitoring.
Additional Support:
- Assess data standards and suggest protocols for consistent input across departments.
- Set up role-based access control mechanisms.
- Recommend and assist with potential integration of public display systems (e.g., LED boards).
- Advise on data hosting and security standards.
- Conduct usability testing and gather feedback for iterative improvements.
The assignment should follow a participatory and iterative methodology:
- Consultative meetings with CBM officials and PROTTYASHI technical experts.
- Needs analysis and functional requirement gathering.
- Agile development cycle: design – test – revise.
- Deployment of pilot version for testing and feedback.
- Final rollout with support and documentation.
- Dashboard prototype and final functional version.
- Build a website with separate domain and hosting
- Integration of the dashboard into that simple website with general UI and data input pannel.
- Facilitate orientation/training session and training materials for related personnel of CBM.
- Full documentation, including user manual and maintenance guidelines.
- Summary report with recommendations for future scalability.
- Technical support during the pilot and the first month of operation.
This consultancy is expected to be completed within 30 calendar days after issuing the contract. The methodology and work plan will be reviewed and approved by Prottyashi and Helvetas. Both the draft and final reports and dashboard should be submitted within the mentioned days of receiving feedback. Follow-up meetings will be held from time to time between the contracted consultant/consulting firm, Prottyashi, and Helvetas. A draft work plan of activities is given below:

Required Experience of Consulting Firm/individual(s)
- Proven experience in dashboard/data visualization tool development.
- Expertise in web development and systems integration.
- Familiarity with municipal governance or public sector projects (preferred).
- Experience with training delivery and digital capacity building.
Selected candidates should follow the organizational rules and regulations, including all kinds of policies, such as PSEA, Gender, Child safeguarding, financial policies, etc.
Language:
Required: Fluent (written and spoken) in English and Bangla; Exposure to the Chittagong local dialect will be an advantage.
Special terms and conditions:
- Confidentiality Statement and Intellectual Property of Data: The documents prepared under this contract are the property of Prottyashi. Therefore, the consultant cannot publish these without the permission of the Prottyashi.
- Unsatisfactory or incomplete work: For the assignment, the PROTTYASHI Standard Rules and Procedure for external collaboration contracts shall be applicable. If the service delivered is unsatisfactory or fails to conform to the conditions set out above, the PROTTYASHI reserves the right, as appropriate to interrupt it, to request that it be revised or modified, or to refuse to accept the service.
- Insurances: Prottyashi accepts no liability in the event of death, injury, or illness of the External Collaborator. The External Collaborator attests that he/she is adequately covered by insurance for these risks. In no circumstances shall the External Collaborator be covered by any Prottyashi insurance, and it is his/her responsibility to take out, at his/her own expense.
Submission of Technical and Financial Proposal
The Consultants/Consultancy organizations that meet the requirements are requested to submit
technical and financial proposals separately in the form of PDF files, which should include the
following:
- Understanding of the assignment, state why the applicant considers himself/herself competent for the assignment (1 page).
- Proposed methodology for the assessment (3 pages)
- Preliminary detailed itemized work plan - including timeframes for submissions of all deliverables (2 pages).
- Relevant work experience (2 pages).
- CV (focusing on relevant experience) of the lead consultant (3 pages) and all team members (maximum 2 persons; CV of each person, maximum 3 pages).
- Updated trade license (2024-2025)-applicable for consulting firms.
- TIN certificate and TAX clearance certificate/ Last fiscal year TAX Deposit slip mandatory for both individual consultants and consulting firms.
- 13-digit BIN certificate applicable for consulting firms.
- Financial proposal (in BDT) detailing the costs for carrying out the assignment as well as the consolidated cost (1 page).
- Bank account details.
