Background:
Prottyashi has been implementing Education for Rohingya Refugee Children and Host Community Children in Bangladesh project with the technical support of International Rescue Committee (IRC). The project is supporting the children aged 3 – 18 years to ensure the access and quality support of educational activities in the mentioned community along with other focuses like inclusion, children with disabilities and gender.
Purpose of Position
The position will be responsible for ensuring quality implementation of the education activities in the learning facilities in both host and refugee communities through quality monitoring the project interventions. The major focus will be process motoring, ensuring accountability, knowledge management, classroom monitoring, maintaining project database and reporting. He/she will also be responsible for supporting project staffs for guidance and quality assurance of the teaching learning activity in the field level. This position will also involve frequent travel to project sites, and close coordination with field facilitators and central team thus requires strong communication and coordination skills.
Reporting
Monitoring & Evaluation Officer will report to Senior Program officer (Program Quality and Knowledge Management) of Prottyashi. S/He has to maintain functional relationship with his/her peers, project teams and organization’s other priority teams. S/He must be able to communicate with other teams and units both program and operational of the organization.
Key Responsibilities
- Monitor the overall activities of the project from the center point coordinating with project leader and other personnel.
- Develop different monitoring tools and formats to sort out the project results through field visits and discussion with project direct beneficiaries.
- Assist the project team in following the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
- Collect data on a regular basis to measure achievement against the performance indicators using KoBo toolbox.
- Maintain and administer the M&E database; analyze and aggregate findings using data management software.
- Monitor and track the progress of teaching learning activities in Community Based Learning Facilities, Early Childhood Development centers, Myanmar Curriculum and Accelerated Learning Program facilities in both host and refugee communities through regular field visits and ensure teaching quality.
- Gather and accumulate learners’ database information through online or offline database management system.
- Ensure regular students’ attendance collection in the learning facilities in both host and refugee communities.
- Distribution of master roll to the project team members to provide incentives and other materials to relevant beneficiaries and maintain database on this information.
- Maintain database for the parenting sessions to be facilitated in the host and refugee communities.
- Produce weekly/monthly/quarterly reports through coordinating with project coordinator and other field level staffs.
- Prepare 5W reports as required by the Education Sector from the project database and submit to central MEAL focal.
- Identify lessons learned and develop case studies to capture qualitative outputs of the project.
- Provide advice to the project coordinator and other officers on improving project performance using M&E findings.
- Produce reports on M&E findings and prepare presentations based on M&E data as required.
- Provide the Project Coordinator with management information he/she may require.
- Check that monitoring data are discussed in monthly and quarterly meetings and in a timely fashion in terms of implications for future action.
- Produce special reports on the project activities and outputs as per the requirements of donor organization.
- Work with project coordinator and other filed staffs to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in project implementation and for reporting on donor commitments.
- Ensure that cross cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all the project activities as per the organizational policy.
- Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability and Gender standards are consistently adhered in programme delivery.
- Regularly collect data on and analyze the Complaints Reporting and Feedback Mechanism (CRFM) accountability data to the Prottyashi program team to facilitate quality improvement.

Required Educational Qualification and Experience
- Bachelor/Master's degree in any discipline from any reputed university preferably in social sciences, statistics.
- At least 03 years of professional experience in national or international organizations in monitoring and evaluation of the project.
Required Knowledge, Skills and Abilities
- Knowledge of safety issues concerning children and adolescent;
- Knowledge of child protection and Psycho-Social support programming;
- Good command of English, both written and oral;
- Skill of photography
- Good command of Chitagonian language is highly appreciable;
- Proficient with MS office suite
- Good interpersonal skills and cross-cultural sensitivity;
- Creative and able to come up, embrace and coordinate innovative thinking, and problem solving skills;
- Positive attitude with a willingness to learn;
- Ability to cope and work under pressure;
- Well-organized, self-motivated and ability to work in a team;
- Ability to work in difficult and high risk situations;
- Position requires availability and willingness to work outside regular office hours occasionally;
- Position requires willingness and ability to continue to function during a crisis situation, including during an emergency response to a manmade or natural disaster;
- Must have professional writing and speaking capacity in English and Bangla, i.e. monitoring report, field visit report, event report, case study/story, press release, content writing, etc.
- Able to take decision in a timely manner, priorities and multi-task work seamlessly

Salary and benefits: Monthly Gross Salary will be (60,590-64,782) BDT with project contributory provident fund, Gross 75% festival bonus and regular traveling and communication bill.
