Participatory Research & Action Network- PRAAN is a non-profit, non-government Public Interest organization searching for development alternatives to strengthen people’s initiative by promoting human rights, economic rights, governance, trade justice, and sustainable livelihood. The organization has been carrying out several Agriculture, Climate Adaptation, Fiscal and Participatory Governance, Tax Justice, Human rights, Women empowerment, Right to Food related research and development project supported by GoB and the National, International Organization. At the same time, the organization has a very good reputation in the campaign, advocacy, and research arena at the National and Regional levels.

Pursuant to its mission, PRAAN is seeking experienced and talented professionals for its Campaign on Right to Food & Nutrition.

Job Title : Research & MEAL Officer
Team/ Project : Campaign on Right to Food & Nutrition
Location : Dhaka-based with frequent field visit (at least 30% of her/his total time).
Contract length : 02 Years (with potential to renew for at least 3 years)
Reports to : Advocacy & Campaign Coordinator
Key contacts :
Communication and coordination with Chief Executive and Programme Manager of PRAAN, Advocacy & Campaign Coordinator, and Members of KHANI Bangladesh.

Role Purpose:

The Right to Food and Nutrition Campaign is a two-year nationwide advocacy project led by the Participatory Research & Action Network (PRAAN) and implemented by the Food Security Network (Khani Bangladesh). The campaign aims to ensure everyone has the Right to adequate Food and Nutrition.

The Research & MEAL Officer will work closely with all the Campaigns on Right to Food & Nutrition, Bangladesh project Teams, and relevant partners under this project to manage project’s research related to the Right to Food, Agrarian rights, organize regular policy briefings and dialogues with key stakeholders based on research findings. This designated personnel will be responsible to track the progress of all project implementation & results at various levels, to oversee the MEAL framework to ensure the accountability, efficiency, and success of programs, and the organization as a whole from start to finish. The person will work independently to plan and execute research and evaluation of projects, including collecting, compiling, validating, and analyzing data; and designing and producing charts, graphs, briefs, presentations, and reports that describe and interpret findings for project progress and outcome and impact monitoring.

Scope of the Role:

1. Research & Policy Dialogue

  • Design, Conduct and utilize research on Food Security, Agriculture, Social Safety Net, SDG progress, rural livelihoods issues to support evidence-based advocacy and policy formulation on the Right to Food and Nutrition in Bangladesh.
  • Develop and publish research reports, summaries, and fact sheets.
  • Organize policy briefings and dialogues with stakeholders, including government bodies, CSOs, development partners, media, and private sector entities.
  • Track and review follow-up actions by authorities on key recommendations during significant events.

2. MEAL Framework & Tasks

  • Develop and the implementation of the MEAL plan, tools, guidelines, and digital platforms to ensure effective Monitoring, Evaluation, Accountability, and Learning (MEAL) across the campaign.
  • Develop and facilitate project teams with field monitoring, data collection, data analysis, and database management.
  • Generate data for internal and external reports, supporting campaign management and stakeholders.
  • Generate data for MEAL reports and organizational reports for internal and external stakeholders, supporting campaign management and project teams.

3. Documentation and Reporting

  • Identify and analyze outcomes, tracking milestones and evaluating key campaign achievements.
  • Develop and implement qualitative and quantitative data collection processes, ensuring gender-disaggregated data.
  • Provide input for management reports based on performance indicators.
  • Plan and coordinate project reviews and evaluations, ensuring quality and compliance.
  • Produce reports demonstrating accountability and responsiveness to stakeholder feedback.

4. Support and Capacity Building on MEAL Framework

  • Promote understanding of quality standards among project staff.
  • Train staff on MEAL methodologies, tools, and databases.
  • Assist partner MEAL staff with training and support on accountability mechanisms.

5. Accountability

  • Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling PRAAN values.
  • Set up and manage the Complaint and Feedback Response Mechanism (CFRM) system.
  • Integrate accountability standards into campaign operations.
  • Holds the team and partners accountable for delivering on their responsibilities, allowing them the freedom to deliver in the best way they see fit, providing necessary development to improve performance, and applying appropriate consequences when results are not achieved.

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Requirement of the Role:

Academic: Completed university degree (post-graduate preferably in Social Science or relevant discipline.

Experience: At least 2-3 years’ work experience with at least two (1) years spent in a similar role is essential; Minimum of three (2) years demonstrable skills and experience in MEAL work in this field highly desirable.

Skill:

  • Proven experience in designing and implementing M&E systems, Plan, tools, and methodologies.
  • Experience with data management from apps, public dashboards, Excel, and statistical software (e.g., SPSS, Kobo).
  • Familiarity with data analysis presentation, online surveys, and report writing.
  • Strong data collection, analysis, and reporting skills, with proficiency in quantitative and qualitative methods.
  • Ability to interpret complex data and generate meaningful reports and recommendations.
  • Demonstrated ability to implement effective multiple tasks with results orientation.
  • Strong passion for the project and the organization's mission and goals.

We offer:

Monthly Salary: 44,000- 46,890.00 taka

Other benefits: 02 Festival allowance, Provident Fund, 5% yearly increment, Mobile ceiling and other admissible benefits as per organizational policy.
