Participatory Research & Action Network- PRAAN is a non-profit, non-government Public Interest organization searching for development alternatives to strengthen people’s initiative by promoting human rights, economic rights, governance, trade justice, and sustainable livelihood. The organization has been carrying out several Agriculture, Climate Adaptation, Fiscal and Participatory Governance, Tax Justice, Human rights, Women empowerment, Right to Food related research and development project supported by GoB and the National, International Organization. At the same time, the organization has a very good reputation in the campaign, advocacy, and research arena at the National and Regional levels.

Pursuant to its mission, PRAAN is seeking experienced and talented professionals for its Campaign on Right to Food & Nutrition.

Job Title : Senior Accounts & Admin Officer
Team/ Project : Campaign on Right to Food & Nutrition
Location : Dhaka-based.
Contract length : 02 Years (with potential to renew for at least 3 years)
Reports to : Chief Executive, PPAAN

Role Purpose:

The Right to Food and Nutrition Campaign is a two-year nationwide advocacy project aimed at ensuring that all people have the Right to adequate food and nutrition. The campaign is coordinated by the Participatory Research & Action Network (PRAAN) and implemented by the Food Security Network (Khani Bangladesh) and its member organizations. The Advocacy Coordinator will lead the finance components, including administrative and procurement of the project and providing technical support to implementing partner organizations. This mid-level position is crucial for ensuring effective internal controls and statutory compliance. Reporting directly to the Chief Executive, the officer will handle the day-to-day accounting and administrative functions, including general accounting activities, financial analyses, and partnership maintenance.

Scope of the Role:

1. Financial Management:

  • Ensure accurate budget allocation and adherence to the chart of accounts to maintain financial integrity and accountability.
  • Preparation, maintenance, and updating of books of accounts, including vouchers, cash book, bank book, and ledgers to ensure accurate financial tracking.
  • Generate monthly, quarterly, semi-annual, and annual financial reports such as income and expenditure reports, balance sheets, bank reconciliation statements, and cash flow statements to provide a clear financial overview.
  • Prepare additional financial reports as requested by donors, ensuring transparency and compliance with donor requirements.
  • Maintain records and documents to facilitate audits, conduct internal audits, and support external audits to ensure financial accuracy and compliance.
  • Manage and report on cash transfer activities to ensure proper handling and documentation of funds.
  • Prepare cash calls and budget variance reports, submitting them to the appropriate authority for review and approval.
  • Manage and troubleshoot accounting software issues to ensure seamless financial operations.
  • Arrange timely payments to vendors, ensuring accuracy and adherence to financial policies.

2. Administrative Support:

  • Oversee office management tasks, including administrative support, record keeping, communication, event coordination, and compliance to ensure smooth operations.
  • Assist with various HR functions to enhance the organization’s overall HR effectiveness, including recruitment, employee records management, and benefits administration.
  • Ensure compliance with PRAAN and donor financial guidelines, as well as government regulations to maintain legal and regulatory adherence.
  • Enlist vendors, prepare relevant contracts, supervise and verify financial documents such as vouchers and expenditure procedures, ensuring quality and compliance.
  • Follow standard procurement policies for purchases, ensuring cost-effectiveness and compliance with procurement guidelines.
  • Maintain administrative control records, including commitments and expenditures, to ensure accurate documentation and tracking.
  • Initiate and process administrative actions related to travel arrangements, payments, procurements, and delivery of equipment and supplies to support organizational operations.
  • Set up, classify, and maintain appropriate office files to ensure efficient document management and retrieval.
  • Ensure proper supply of materials, manage office premises, vehicles, and inventories to support operational needs.

3. Capacity Building and Compliance:

  • Support capacity building within the finance and administration teams through training and development initiatives to enhance skills and knowledge.
  • Identify areas for process improvement within the finance and administration functions and implement changes to enhance efficiency and effectiveness.

4. Stakeholder Management:

  • Collaborate with internal departments to ensure coordinated efforts and effective communication for financial and administrative matters.
  • Maintain effective communication with external stakeholders, including donors, vendors, and auditors, to ensure transparency and accountability.
  • Support partnership management efforts by providing financial and administrative insights to strengthen relationships and ensure mutual benefits.

5. Accountability:

  • Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling PRAAN values.
  • Ensure PRAAN’s resources are managed with the highest level of quality stewardship, including implementing and monitoring finance and administration systems and procedures as they apply to the field office and developing a system of checks and balances to ensure timely, appropriate finance and administration procedures.

6. Other tasks:

  • Develop ToR/ MoU as per need of the project activities.
  • Promote knowledge sharing and learning culture in the Office.
  • Any other tasks assigned by supervisor.

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Requirement of the Role:

Academic:

  • Master of Commerce (M. Com) from an accredited academic institution preferably in Accounting, Finance or other related fields;
  • Professional Certification: Chartered Accountant (CA) or CA (CC)

Experience: Over 3-4 years of experience in accounting, partnership management; preferably in an Non-Government Organization (NGO).

Skill:

  • Candidates from Chartered Accounts firms will receive priority.
  • Proficiency in Microsoft Office (Excel, PowerPoint, Word).
  • Skilled in using computerized accounting software.
  • Experience in budget preparation, budget control, expenditure and procurement, bookkeeping, banking, inventory management, logistical support, VAT/Tax, financial reporting, and documentation.
  • Excellent command of written and spoken Bangla and English.

We offer:

Monthly Salary: 44,000- 46,890.00 taka

Other benefits: 02 Festival allowance, Provident Fund, 5% yearly increment, Mobile ceiling and other admissible benefits as per organizational policy.
