Project Implementation Officer- OpenCRVS

All over the world girls are at risk because of their young age and their gender. They are at risk of being denied the opportunity to access a secondary education, to gain the skills and training they need to work and to exercise control over their sexual and reproductive health. They are at risk of being married before the age of 18. They are at risk of violence and harassment from men and boys in every space they occupy, including their home, their school, their refugee camp and their city.

Civil registration (CR) is a process by which a government records vital events occurring in a population, such as births, deaths and marriages. It provides data on life itself and for governments it provides the sole continuous source of vital statistics (VS) for evidence-based policy and decision-making.

Plan International is leading the development of OpenCRVS, a standards-based, open source software product that provides for the CRVS needs of all countries as a global good. It is a solution that responds to the needs of its users, both those that will be working with it on a daily basis and those people and institutions that stand to benefit from its functionality. The Government of Bangladesh have positioned CRVS as a key strategic priority and foundation of the “Digital Bangladesh” strategy, recognising it’s foundational capabilities to provide a unique identity through birth registration with which the population can access all e-Government services. Under the leadership of a2i in the Prime Minister’s office, the Government of Bangladesh have requested that Plan pursues an in-country implementation of OpenCRVS. This will be in line with ongoing work that has already been planned to develop a new CRVS system, and in partnership with a local technology firm with whom they have already engaged to build a digital CRVS solution.

The role

As a Project Implementation Officer, your major responsibility will be to support the effective implementation of the OpenCRVS system in Bangladesh. You will be required to coordinate on local implementation activities including: local stakeholder engagement (government and development partners); community engagement and sensitization activities; monitoring and evaluation activities such as focus group discussions, small-scale surveys, and key informant interviews; training of key stakeholders in use of the web application; basic technical fixes e.g. connectivity troubleshooting etc.

What we’re looking for

We are looking for a passionate team member having practical knowledge of implementing the rollout of an IT service or product and conducting community engagement and sensitisation activities. A graduate with around 3 years of experience in programme implementation
