All over the world girls are at risk because of their young age and their gender. They are at risk of being denied the opportunity to access a secondary education, to gain the skills and training they need to work and to exercise control over their sexual and reproductive health. They are at risk of being married before the age of 18. They are at risk of violence and harassment from men and boys in every space they occupy, including their home, their school, their refugee camp and their city.

The UK government is committed to provide water supply and sanitation facilities to 60 million people by the end of 2020. The South Asia WASH Results Programme (SAWRP II) is one of numerous approaches for DFID to reach these targets. SAWRP II is a payment by results contract awarded to Plan International worth up to almost £13.5 million by DFID. The project will be implemented in partnership with WaterAid Bangladesh and Plan International Bangladesh from June 2017 to March 2021 with the output phase ending in June 2019 and the subsequent Outcome phase ending in March 2021. In addition WEDC (Water, Engineering and Development Centre, Loughborough University) act as the programme’s learning and research advisors while Ipsos Mori have been contracted to conduct the Outcome phase surveys. The programme results are verified by e-Pact, the external verifiers who report into DFID.

The main objective SAWRP II is to promote and enable the sustained use of hygienic household toilets, and the practice of hand washing with soap by 1,369,31 men, women and children in poor rural communities. PbR means that Plan International only gets paid for what has been delivered and externally verified. The programme is divided into an output phase aiming to reach beneficiaries by June 2019 and an outcome phase July 2019 – Mar 2021 aiming to sustain the use of water and sanitation facilities and maintain positive hygiene behaviour.

The role

As the Project Manager, you will be responsible to lead the implementation of South Asia WASH Results project in the field and provide both technical and managerial support to the implementing partner NGOs in the field. This position has to effectively manage and guide the project in collaboration with Divisional offices, implementing partner NGOs and other stakeholders at local level.  You will be assessing WASH status at the field, the government system and capacity building of partner NGOs, Private Sector, Local government and WATSAN committees to ensure the local WASH governance structures are operational and capable in all project locations. Also, you will be accountable for ensuring qualitative and quantitative achievement of key project deliverables over time i.e. installation/upgradation of about 1000 water points, 72000 improved household latrines and handwashing devices in 120,000 households by June 2019 through partner organizations where he/she also does monitoring on sample basis. The Project Manager will ensure the evidence based reporting of the outputs/outcomes results of the project (all outputs by June 2019 and outcomes by December 2020) in compliance with guidelines and budget developed by Plan International Bangladesh, Plan International UK and the donor.  Besides s/he will ensure the document of good learnings from the field for showcase the SAWRP II achievement to Donor, Consortium partners and other stakeholders including government agencies.  Also responsible for ensuring work environment for the team and maintain good team work within project and also in programme

What we’re looking for

We are looking for a ‘to go’ and a passionate team member who is competent in project management of WASH Programme. A Postgraduate degree holder with experience in community led approaches in WASH; experiences in working with consortium projects and communication with multi stakeholders; handling projects with large portfolio (financial and human resources) in INGOs or NGOs.
