Hiring agency for producing multi-media contents on upcoming campaigns at PIB

1. About Plan International Bangladesh:

Plan International began working in Bangladesh in 1994. Through all our work, we encourage children and young people to be leaders in their communities and drive progress on the issues that matter to them. We also integrate gender equality and inclusion across all our areas of work.

Plan International country strategy 2020-30 stated the vision to empower girls and young women, to be heard, to live without fear of violence and to achieve their rights. The strategic priorities imply children and youth leadership, girls make decisions, and young women control resources. These priorities will contribute in achieving the SDG goal of Gender Equality and Girls Rights by empowering children and youth leadership as the agent of change-maker in gender norms and promoting their decision-making about their lives by 2030.

2. About IDG 2025 and 16 Days of Activism:

In 2012, the United Nations announced 11 October as the International Day of the Girl following global advocacy led by Plan International and girls, the combined effort to establish the day formally. Although UN adopted the CEDAW in 1979 to eradicate all discrimination against women and girls the fight continues to date. Girls’ rights are human rights in all sense, but in-depth study on CEDAW and the human rights framework sheds light on some gaps and challenges which are yet to be addressed.

Young girls encounter numerous obstacles which are unaddressed. IDG's mission is to promote girl's rights, raise awareness of their challenges, and work toward empowering and achieving their human rights. This day not only targets issues such as child marriage, inequity in education, sexual health rights, unfairness in domestic work, and gender-based violence, but it also broadens the movement's horizons on a global scale. According to the UN declaration, IDG is no longer limited to any country or group; it now belongs to all groups, and it now belongs to everyone working toward gender equality.

The 16 Days of Activism against Gender-Based Violence is an international campaign which starts on 25 November, the International Day for the Elimination of Violence against Women every year and continues until 10 December, Human Rights Day. It commenced through holding the hands of activists at the inaugural Women’s Global Leadership Institute in 1991 and continues to be coordinated each year by the Center for Women’s Global Leadership. This particular campaign is a strategy to bring together organisations, civil society, individuals from all around the world to stand up against discrimination and violence against women and girls.

3. Main Objective of the assignment:

The hired/responsible agency will carry on the tasks of developing multimedia content and promoting it on social media platforms for the IDG and 16 Day of Activism campaign to reach a wider audience with the theme of our work.

4. Timeline: 25 September 2025 - 15 October 2025 (Including briefing and deliverables)

5. Specific Deliverables:  

  • Produce 8 videos and Reels content pieces and 30 key photos of each takeover of 1 minute's length of IDG takeovers and 1 video of “Girl Talk” event
  • I Video for the “Girl Alumni” event at Dhaka & Coxs bazar
  • Produce a compiled/summarized version of the Takeover 2 Minute including covering from each Takeover
  • Publish, write and review 1 op-ed in an English news daily for IDG
  • Publish 1 English and 1 Bengali press release for each Takeover event (Organic or paid)
  • Digital media boosting of 100,000 BDT

Note: The hired vendor will produce the content following Plan International Bangladesh’s brand guidelines. All products will be reviewed and approved by Plan International Bangladesh.

6. Technical Proposal: The agency will provide a technical proposal following technical logistics and human resource support for the work. The agency must share a detailed work plan with a timeline. Required Technical Capacity:

  • Content Development capacity
  • Multimedia Production capacity
  • Youth, News Media and Celebrity Management Capacity
  • Digital Marketing (Boosting) Capacity

7. Mode of Payment:

The payment will be made in two instalments:

  • Plan International Bangladesh will deduct VAT and Income Tax at source as per Bangladesh Government rules and deposit to bank on behalf of the firm. 

8. Submission of Proposal:

The technical and financial proposals should be submitted electronically to the email address: planbd.purchase@plan-international.org on or before  15 September 2025 with an email title ‘Proposal for producing multi-media content on IDG 2025 and 16 DoA 2025. The quotation should be submitted in an MS Excel or PDF format through email along with agency profile.

9. Assignment Completion Timetable:

The assignment must be completed and delivered on or before 15 December, 2025.

11. Ethical Considerations

Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected, by the Ethical Framework and our Child and Youth Safeguarding Policy. All bidders should include details in their proposal on how they will ensure ethics and child protection in the story, video and still photo collection process. Specifically, the bidder shall explain how appropriate, safe, non-discriminatory participation of all stakeholders will be ensured and how special attention will be paid to the needs of children, young people and other vulnerable groups. The vendor(s) shall also explain how confidentiality and anonymity of participants will be guaranteed

The vendor(s) should be aware that there will be nothing in this assignment which may be harmful for respondents regarding legal or medical ground. No one would be forced to provide information for the expected outputs/deliverables of this assignment. The objectives will be clearly explained to all the respondents of this assignment before gathering stories/data/photos/videos from them. The story, photos/video collectors will be abstained from collecting stories, videos and photos from those who will deny or show any kind of disinterest in providing information. Thus, verbal/written consent of the respondents should be taken before collecting stories, videos and photos.

12. Bindings

All stories, videos, photos, documents, papers, and data produced during this assignment shall be treated as Plan International Bangladesh’s property and restricted for public use. The contracted vendor team will submit all original stories, photos, videos, documents, materials, and relevant data to the country office of Plan International Bangladesh before receiving the final payment.

13. Negotiations

Once the proposal is evaluated, Plan International Bangladesh may enter into negotiation with one or more than one vendor team for final selection. If negotiations fail with one bidder, Plan International Bangladesh will invite another vendor team /consulting firm whose proposal was received and eligible for negotiation as a next choice. If none of the invited proposals led to an agreement fresh Requests for Proposals (bidding document) will be circulated. Based on circumstances if any activity, content or deliverable is needed to to cancel, any other necessary activities can be added or carry forward based on mutual discussions.

14. Award of contract

The vendor team expected to commence the assignment within 2 days of signing contract.

15. Risk Management

The vendor team must take all reasonable measures to mitigate any potential risks to the delivery of the required outputs of this assignment in time meeting the expected quality.

16. Disclaimer: Plan International Bangladesh reserves the right to accept or reject any or all proposals without assigning any reason whatsoever.

17. Global Policy on Safeguarding Children and Young People: The firm/individual shall comply with the Child Protection Policy of Plan International Bangladesh. Any violation /deviation in complying with Plan’s child protection policy will not only result-in termination of the agreement but also Plan will initiate appropriate action in order to make good the damages/losses caused due to non-compliance of Plan’s Child Protection Policy.

18. Non-Staff engaged by Plan International Inc. (PII) Code of Conduct: The firm/individual shall comply with the non-staff engaged by Plan International Inc. (PII) Code of Conduct of Plan International Bangladesh. Any violation /deviation in complying with Plan’s Non-Staff engaged by Plan International Inc. (PII) Code of Conduct will result-in termination of the agreement.

19. Anti-Fraud, Anti-Bribery, and Corruption: The firm/individual shall comply with the Anti-Fraud, Anti-Bribery, and Corruption of Plan International Bangladesh. Any violation /deviation in complying with Plan’s Anti-Fraud, Anti-Bribery, and Corruption policy will result in termination of the agreement.
