Since 24 September 2017, Plan International has been responding to the Rohingya refugee influx in Cox’s Bazar with special focus on protecting girls and boys from violence, abuse, neglect, and exploitation; improving hygiene and sanitation; and restoring access to safe, quality, and inclusive education for refugee children and adolescents. The Role
The Head of Business Development & Resource Mobilization drives resource mobilization and new business growth by forging strategic partnerships, cultivating donor relationships, and positioning Plan International Bangladesh competitively within the development and humanitarian sector. The role ensures robust pipeline management, proactive capture planning, and the delivery of high-quality, competitive proposals that align with the Country Strategy 2030. The role ensures primary leadership to contribute to a relevant, effective, and market-driven business model for a sustainable pipeline for the organization. The Head guides a team of specialists, ensures grants compliance, and embeds strategic thinking, collaboration, and process improvement across business development functions.
What we’re looking for
- Development professional with a relevant Master's Degree or equivalent professional experience.
- At least 10-12 years of relevant experience in the development, humanitarian, or private sector. Of which, at least 8-10 years should have business development experience
- Demonstrated track record in securing and managing multi-million-dollar funding from institutional donors.
- High-level diplomacy and coordination skills with diverse stakeholders, countries, and offices of I/NGO, government, donors, and financial institutions
- Advanced skills in donor-facing communication, persuasive negotiation, and high-stakes presentation.
- In-depth capacity to synthesize market intelligence, assess risks, and propose innovative funding solutions.
- Experience leading and coaching high-performing, multicultural teams.
- Proficient in English writing/editing skills, budget review/development skills, and presentation/communication skills.

Applications will be reviewed on a rolling basis, and the selection process will commence once suitable candidates are identified. The successful candidate is expected to join by mid-November 2025. Interested applicants are encouraged to submit their applications at the earliest opportunity.
The selected candidate will receive an initial two-year contract for this position, with a high possibility of extension based on performance and availability of funds. Only Bangladeshi citizens are eligible to apply.
Salary Package for this role is (BDT 287,183.00 - 358,979.00) monthly CTC salary along with other benefits, i.e., hospitalization benefit for spouse and children , contributory provident fund, gratuity, festival bonus, leave, group insurance, yearly medical check-up for employee, and day care facilities.
