Terms of reference (ToR) for Translation and designing Service: English to Bengali and content specific designing

1. Background:

Plan International Bangladesh works to advance children, adolescents and young (CAY) particularly girls and young women’s rights and equality. As part of its communication and outreach efforts, there is a need to translate various documents, reports, training materials, and other communication content from English to Bengali as well as design.

2. Objectives:

Plan International Bangladesh is going to incorporate Climate Change impact in SRHR programme intervention. And thus, “My body My Future” is a global Climate Change and SRHR programme intervention manual which has some modules and a manual around 100 pages. However, as these documents are in English and thus it is needed to be translated in Bengali to make it convenient to the project participants and other users. Furthermore, the translated document needs to design with context specific drawing and art work which is non-judgmental, non-bias and non-conforming any believes and values in Bangladesh.

The objective of this ToR is to engage a qualified agency to provide accurate and culturally sensitive translation and design services where the agency delivered English to Bengali translated document with well, context-based design which is print ready for further use. The translated materials should reflect the original content's intent, tone, and context while ensuring accessibility and understanding for the target audience in Bangladesh.

3. Scope of Work:

The selected translator/agency will be responsible for:

  • Translating documents from English to Bengali, ensuring accuracy and fluency.
  • Designing the content with appropriate Bangladeshi context prefer to have drawing following the content. which is non-judgmental, non-bias and non-conforming any believes and values in Bangladesh.
  • Maintaining the original document's format, structure, and layout.
  • Ensuring translations are culturally appropriate and align with Plan International Bangladesh's mission and values.
  • Providing revisions and edits based on feedback from Plan International Bangladesh, if necessary.
  • Key Deliverables:
  • Translated documents in Bengali, submitted in the agreed format (e.g., Word and PDF in both format).
  • Whole designed document which is print -ready version for further use. AI file and any other computable version.
  • Glossary of key terms to ensure consistency across translations.

4. Timelines:

The translation and designing services are expected to be completed within 20 September 2025. Specific deadlines for each document will be mutually agreed upon.

5. Qualifications:

The translator/agency should have:

  • Proven experience in translating from English to Bengali and designing documents, preferably in the development or non-profit sector.
  • Strong understanding of cultural nuances and the ability to convey context accurately.
  • Familiarity with Plan International Bangladesh's focus areas, including child rights, gender equality, and transformative values, is an advantage.
  • Excellent written and verbal communication skills in both English and Bengali.

6. Payments Terms:

Payment will be made upon satisfactory completion of the translation and submission of the final deliverables. The payment structure will be as follows:

  • 1st Installment after submitting 1st draft - 50%,
  • Final Payment will be made after receiving the final version.

7. Quotation submission:

Quotations must be submitted electronically to Planbd.Purchase@plan-international.org  no later than 31 August 2025 with the title “Proposal for translation and designing service; Climate Change and SRHR programme intervention manual”.

8. Submissions Requirements:

Interested translators/agencies are requested to submit:

  • A brief proposal outlining their approach to the translation and designing.
  • CV(s) of the translator(s) and designer or agency profile.
  • Samples of previous translation work and design both.
  • Financial proposal with a breakdown in separate row for translation and designing.
  • E-TIN with updated Tax Certificate or Acknowledgement copy Tax Return submission
  • BIN for Agency
  • Updated Trade license for agency
  • Bank information with blank cheque photocopy
  • Acknowledgement of PII all policies
  • Duly fill up vendor application form
  • NID of Translator and Designer for individual
