Since 24 September 2017, Plan International has been responding to the Rohingya refugee influx in Cox’s Bazar with special focus on protecting girls and boys from violence, abuse, neglect, and exploitation; improving hygiene and sanitation; and restoring access to safe, quality, and inclusive education for refugee children and adolescents. For the past three decades, our work in Bangladesh has made a significant impact, and we are now looking for a Gender Expert.

The Role:

The Gender Expert will provide strategic and technical leadership to mainstream Gender Equality and Social Inclusion (GESI) across all components of the project. With a focus on addressing the barriers that limit female participation in the labor market—such as restrictive social norms, limited access to training and employment, and Preventing Sexual Harassment Exploitation and Abuse (PSHEA)—the role involves the design, implementation, and monitoring of inclusive strategies. The expert will also strengthen institutional capacities and promote transformative change through the development of GESI frameworks, tools, and guidelines.
 
The Gender Expert will provide technical guidance to ensure that Gender Equality and Social Inclusion (GESI) is integrated across all components of the project. This role focuses on addressing structural and socio-cultural barriers—such as restrictive norms, limited access to skills, unpaid care burdens, and risks of SHEA—that hinder women and marginalized youth from participating in the labor force.

The incumbent will lead the development and implementation of a project-wide GESI strategy, including social norms transformation, SHEA risk mitigation, and gender-responsive monitoring systems. A key responsibility will be building the capacity of government, implementing partners, and community actors to institutionalize gender-transformative practices.

What we’re looking for:

GESI Strategy Architect: Over a decade of experience in gender mainstreaming, labor market inclusion, and GESI integration across national and international development programs.

Gender & Social Norms Specialist: Proven track record in conducting gender and youth analysis, social norms assessments, and designing evidence-based, gender-transformative interventions.

Safeguarding & PSHEA Expert: Deep expertise in Gender Based Violence (GBV) prevention, survivor-centered safeguarding, SHEA risk mitigation, and grievance redress mechanisms in line with global standards.

Gender-Responsive M&E Advisor: Strong skills in designing monitoring strategies, gender audits, and reporting tools aligned with GESI outcomes and protection frameworks.

Inclusive Partnership Facilitator: Demonstrated ability to engage diverse communities and stakeholders with cultural sensitivity, ensuring inclusive implementation of GESI guidelines and services.

GBV Service Mapping & Referral Lead: Hands-on experience in mapping GBV service providers and designing context-specific referral pathways and SHEA mechanisms.

Collaborative Team Mentor: Skilled in providing technical guidance and mentorship to cross-functional teams, fostering accountability and shared ownership in GESI programming.

The project duration is up to 30 months, and the selected candidate will receive an initial one-year contract for this position, with a high possibility of extension based on performance and availability of funds. Only Bangladeshi citizens are eligible to apply.

This position is being advertised as part of a proposal submission process and is open to all interested applicants, contingent upon the project being awarded by the donor. Selected profiles will be included in the proposal.

The incumbent will be entitled to monthly CTC along with other benefits, i.e., hospitalization benefit for spouse and children, contributory provident fund, gratuity, festival bonus, leave, group insurance, yearly medical check-up for employees, mobile allowance, parental leave and day care facilities.
