Over the next six years, we will amplify and support the role of girls and youth from all identities in a greater social movement. This will enable them to step out of prescribed gender roles, break the poverty cycle, and manage acute shocks and stressors, including those brought about by climate change.
The Role:
The Youth Economic Empowerment (YEE) Advisor is a strategic leadership position within Programme team and act as the key technical expert and programme lead of YEE for Plan International Bangladesh. This role will be responsible for positioning PIB internally and externally as a thought leader and advocate for YEE and issues related to entrepreneurship and employment specially for young women and gender diverse communities in both development and emergency context.
This position will set programme vision, develop strategy and determine success factors in alignment with country strategy that advance gender equality and transformation in terms of youth economic empowerment in both development and humanitarian crisis. Additionally, responsible to ensure children, adolescents, and youth (CAY) have equitable access to, participation in, and benefits from and act as decision makers for both humanitarian and development programing aligning with the country strategy. This role is to ensure the organization is technically supported by contextually appropriate, relevant and best practices integrated projects and strategic vision in order to achieve program outcomes and the strategic objective set out in the revised Country Strategy.
Under direct supervision of Director- Programme and matrix reporting Director – Business, Partnership and Impact, the position holder is essential in designing, implementing, and scaling inclusive YEE programme that empower adolescents, and youth, especially girls and young women for systemic change to gender norms and power relationships. One of the major responsibilities of the incumbent will be leading organization for girls’ rights by strengthening partnerships with government and non-government institutions, donors, and embassies, UN-agencies etc. at national and sub-national levels through advocating Plan’s YEE agenda. Besides, YEE Advisor will represent Plan in inter-agency YEE networks, and serve as an expert on national, regional, and international spaces to influence mostly YEE policies including all related guidelines, which serve as framework that guides work done for adolescents. YEE Advisor will be expected to champion evidence-based intervention and to be a credible technical partner of government and others in YEE areas, specifically on gender transformative employment and entrepreneurship in Bangladesh. This position is expected to matrix manage 4-6 Program Specialists/ Managers technical areas to YEE.
What we’re looking for:
- Relevant academic degree in Social Science, Development Studies, International Relations, Gender Studies, Economics or any related field.
- A minimum of 10 years of relevant experience in YEE (Employment, entrepreneurship, market system development, social impact investment and financial inclusion) where at least 5 years of technical leadership experience at field level, with expertise in designing programme, proposal development, and implementing both humanitarian and development context.
- Proven experience in designing and implementing gender-transformative programmes, including designing pathways to sustainable impact at scale.
- Strong understanding of the socio-cultural, policy and govt system and processes in context of Bangladesh, particularly related to YEE issues.
- Successful track record in business development and fundraising, including designing and pitching innovative YEE models, and programs
- Experience in organizational strategy development and planning to advance YEE.
- Expertise in context, capacity, and policy analysis with regional/international influencing and advocacy experience.
- Proficient in networking, representation, and partnership development to promote learning, strengthen civil society, and mobilize resources.
- Ability to generate and use data and evidence to innovate, deliver, learn, and share insights on transforming harmful gender norms and promoting gender equality.
- Proven record of effective and complex management, including managing budgets, staff, and programme funding.
- Experience supporting humanitarian preparedness, response, and recovery.
- Ability to work effectively in a matrix management environment.
- Strong ethical standards and high level of integrity.

Monthly consolidated salary range for this role is Tk. 287,183.00 to Tk. 358,979.00 (may vary based on experience) along with other benefits i.e. Life Insurance, Hospitalization Insurance coverage along with Out Patient Treatment Benefit.
