Programme Manager – Climate Change and Resilience

In July 2020, Plan International Bangladesh Country program launched new Strategy 2020-2030 that   examines the root causes of gender inequality in the country and the significant opportunities and barriers to our programme work, and identifies three impact areas in which to focus to achieve our vision. Its specific impact goal is: “By 2030, children and youth will be recognised as leaders of change in gender norms and make informed decisions about their lives”. Plan International Bangladesh will support children and youth, especially girls and young women, throughout their journey from childhood to adulthood, facilitating their stated wish to become active citizens and contribute to the economy of the country. This would require the organization to have an effective, efficient and committed workforce willing to challenge the prevailing status-quo, engaging men, women, boys, youth people, specially girls and bringing best out of all to create synergy for movement at all levels – from community to national, and beyond.

Plan International Bangladesh recognizes that climate change creates intergenerational equity issue that affect children and future generation. “Girls led climate Action” is a Plan International Bangladesh initiative aimed at connecting “meaningfully with their communities, employers, and government; advocate and influence local, national and global audiences on climate action and play a critical role in demonstrating “Youth Lead Climate Action” model for adaptation, scale-up, and replication from localized solution to global solution”. Adopting youth-first approach, this Programme conceptualized Youth-Centric & community led Climate Action (Youth-led scoping of climate action, Youth-led ideation, and Youth-led prototyping of climate action solutions) in   most climate-vulnerable communities in the northern and southern districts and one climate affected urban area of Bangladesh.

The role and Scope:

The Programme Manager will be a key player in Plan International Bangladesh (PIB) to lead PIB’s climate change and resilience work in Bangladesh. This position will develop, implement, strategies for PIB related to climate change and resilience and will ensure PIB becomes an active player in advocating for girls’ rights in resilience. This position will be responsible to implement the Girls Led Climate Action programme in Bangladesh and mobilize resource for the programme’s long-term sustainability. This role will also provide technical input and support to PIB’s other programmes to ensure the integration of climate change and resilience in all programmes. This position is key contact of action of the Girls led climate action Programme to demonstrate youth-centric, specially young women, climate action through local risk profiling, develop innovative solutions, implement sustainable adaptation actions and create space for influencing climate policies in favour of the most vulnerable communities in urban & rural Bangladesh. This post holder responsible to coordinate with project partners and stakeholders to ensure Programme development and its calling up, highly quality programme and project outputs and outcome delivered in a timely manner.  The incumbent will have excellent policy advocacy skills, maintain close coordination/functional relationship with Plan’s regional colleagues, concerned authority, institutions/departments, stakeholders and like-minded organizations for better quality implementation. S/he will be responsible for conducting & monitoring training/campaign, advocacy interventions to ensure programme quality, documentation and dissemination of Programme’s learning and good practices. This position will be a part of PIB’s extended leadership group.

What we’re looking for

  • Relevant academic degree in Environmental science, Environmental studies, development studies, climate change, resilience, Disaster Management or a relevant field;
  • At least 10 years of Proven track record of Programme management specifically on climate change and resilience programming. At least 5 years in INGO and should have strong familiarity of working in multi-cultural value based working environment
  • Must have at least 5 years of experience in managing budget of minimum 3 million USD
  • Must have experience of representing at different national and regional platforms and forums
  • Must have excellent and proven donor narrative and financial reporting skills;
  • Solid understanding of climate impact in vulnerable location & community affecting youth and especially girls in Bangladesh;
  • Strong working knowledge and use relevant software, tools and other platforms for effective management;
  • Strong understanding of development and civil society actors, academician, network relevant to Programme concept active in the Bangladesh;
  • Demonstrated skills in conducting capacity building initiatives for local partners in strategic, influencing and advocacy programming;
  • Excellent knowledge of spoken and written English essential;
  • Excellent and demonstrated skills as a team player, team builder and collaborative and constructive co-worker
  • Solid understanding of the social, political, and economic issues affecting child rights, demonstrated experience of, and commitment to, both mainstreaming gender within programmes, as well as directly promoting gender transformation and girls’ rights throughout programme implementation and organizational practices.
  • Strong willingness of extensive travel, including but not limited to difficult geographic location using multiple mode of transport
  • Large degree of self-management, including proven ability to plan workload and demonstrate accountability for outputs
