Plan has been working in Cox Bazar to respond to the Rohingya refugee influx since 24 September 2017 implementing the following key objectives: 1. Ensure girls and boys affected by the crisis are protected from violence, abuse, neglect and exploitation through appropriate prevention and response interventions in line with minimum standards. 2. Reduce the transmission of disease from feces to mouth through the promotion of good hygiene practice and the reduction of health risks related to poor sanitation 3. Restore and increase access to safe quality and inclusive educational opportunities for refugee children and adolescents (girls and boys) affected by the Rohingya crisis.

This position is responsible for providing a strategic vision and technical leadership across all EiE components of Plan’s emergency response in Cox’s Bazar, working collaboratively with CPiE and MER&A teams for evidence-based delivery of quality, integrated education support to girls and boys with a strong focus on ECD and adolescent and youth gender-transformative programming. The Lead-Education will further support the programme transition into longer-term/nexus-oriented working streams, geared towards building a portfolio of local partnerships and nationalisation.

The role

S/he will need to co-ordinate with other Cox’s Bazar Team members and Plan staff to ensure effective and responsible programming. S/he will need to ensure response to immediate education issues with simultaneous consideration of longer term needs and possible scenarios in line with the Country Strategy (CS) nexus focus. The Lead-Education will need to take a very active role in technical co-ordination, support and advocacy with the Cox’s Bazar Education Sector and other stakeholders and technical agencies relevant to the sector. 

What we’re looking for:

  • Minimum of 7 years (of which at least 3 in the field) of progressively responsible professional experience in humanitarian emergencies leading on technical and strategic planning for education programs. 
  • Demonstrated understanding of youth focused, integrated program design and leadership (skills development and economic empowerment) preferred.
  • Commitment to mainstreaming gender and child protection in all education interventions.
  • Understanding of Nexus Programming and ability to envision program evolution over the course of 3-5 years and take necessary actions in short term to support the vision.
  • Familiarity with humanitarian architecture, and humanitarian sector coordinating bodies.
  • Experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, nexus/transitional programming or other related area. Experience in the country of potential assignment is an asset.
  • Demonstrable practical knowledge of INEE Minimum Standards is pre-requisite in addition to Sphere and the Red Cross/NGO Code of Conduct.
  • Knowledge of Plan International policies and procedures and/or programme standards will be an asset. General finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills are preferable.
  • Experience leading on education in emergencies technical proposals development for institutional donors; good donor liaison skills.
  • Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff.
  • Ability to work with disaster affected communities in a sensitive, respectful and participatory manner.
  • Well-developed written and oral communication skills, to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan. This includes effective negotiation and representation skills.
  • Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem-solving skills.
  • Ability to motivate and guide team to ensure deliverables to donors are met on time.
  • Fluency in English is a must. Context-relevant language skills will be an asset.
