Combatting Early Marriage in Bangladesh (CEMB) Project

Plan International Bangladesh is currently completing its 4th Country Strategy and will enter the 5th Country Strategy from July 2020 with a vision that ‘We will partner to empower girls and young women, to be heard, to live without fear of violence and to achieve their rights’. The project will also support one of our programme objectives, which aims at challenging gender norms at the family and community level to nurture safe place for girls and young women’s aspirations.

We have started new country strategy in July 2020 aiming to achieve this exciting and ambitious vision. Aligning with our strategy, we have developed a project namely Combating Early Child Marriage in Bangladesh (CEMB), funded by Global Affairs Canada, targeting following major outcomes:

  • Increased agency of adolescent girls and boys to protect themselves from harmful gender norms and practices, including child, early and force marriage, and exercise choice in decision affecting their futures
  • Improved community acceptance of norms that value the girl child and actions that support girls and boys to delay marriage
  • Enhanced institutional responsiveness of duty bearers to child rights violations, particularly CEFM, among vulnerable girls

The CEMB Project supports the Government of Bangladesh’s commitment from the 2014 Global Girls’ Summit to: create a National Plan of Action to eliminate Child Early and Forced Marriage (CEFM) below 15; reduce by a third marriages below 18 years by 2021; and end all CEFM by 2041. It will promote the progressive provisions of the Child Marriage Restraint Act (CMRA) 2017 and envisions close cooperation with the Ministry of Women & Children Affair, Ministry of Education, a2i and other relevant stakeholders to contribute in implementation of NPA for Adolescent Health strategy in Bangladesh. The initiative is also fully aligned with the goals set by the South Asian Association for Regional Cooperation (SAARC) governments through the regional South Asia Initiative to End Violence against Children (SAIEVAC).

The role and Scope:

The Child Protection Specialist will provide necessary technical supports related to child protection to 7 divisional partners in the process of development of training materials and modules, and in organising trainings and workshops on CMPCs and National Plan of Action for preventing CEFM for effective delivery of the national scale-up component of CEMB project. S/he will also responsible to provide child protection related inputs and feedback to MoWCA and UNICEF to their process of training curriculum development related to CMPCs. This position will be responsible for monitoring the implementation quality of 7 divisional partners from the point of view of child protection and safe-guarding and related documentation. This position will also contribute to research and studies to be carried out in the project.

What we’re looking for

We are looking for a dynamic and enthusiastic team member with Master of Social Sciences (MSS) or any relevant discipline.  At least 5 to 6 years working experience in development programs/projects of NGOs and or government agencies along with 3 to 4 years direct working experience in Child Protection policies and procedures and developing training curricula, manuals. S/he should have demonstrated understanding about the Child Protection Policies and related compliances. S/he should have sound knowledge legal provisions related to Child, Early and Forced Marriage in Bangladesh, especially on Child Marriage Restraint Act 2017 and related Rules and circulars. S/he should have an adoptive and an appropriate communication style while communicating with the whole range of colleagues, partners, Children and communities and exhibiting active listening and effective feedback. S/he should have a demonstrated ability to organize and analyse information, present these for the audience in report format for making decisions.
