Plan International is requesting application for the position of Monitoring, Evaluation, Research & Learning (MERL) Specialist for an anticipated USAID funded project on youth empowerment and civic engagement activity in Bangladesh. The project will aim to bolster resilience to violent extremism/ and anti-democratic values; and to provide youth the skills and abilities to advocate for good governance and to improve Bangladesh’s self-reliance. The project will build skills and empower young people for bolstering the confidence and motivation of youth to realize their life-goals and make contributions to Bangladesh governance. It will also foster civic engagement of youth by creating new spaces and leveraging existing opportunities for influencing policy and development practices. The project’s objectives will include: Increase civic awareness and resilience to anti-democratic and violent extremism values; Strengthen youth participation in community-improvements and decision-making processes.
Principal Responsibilities:
- Contribute in developing M&E plan of the project based on project result framework which serves the purpose of the project and adhere to USAID guidance.
- Develop methodologies and tools for conducting monitoring and evaluation activities of the project, in collaboration with relevant staff in Plan including technical leads to ensure integration specific technical concepts and considerations
- Ensure data quality by following the guideline of USAID and conducting regular visit in the field for quality checking of the data.
- Collaborate with technical leads to develop a comprehensive research, evaluation and learning agenda that contributes to programme design and implementation.
- Work closely with the MERL Advisor at Plan USA to ensure that the program’s M&E systems are compliant with Plan USA policies and procedures and USAID rules and regulations.
- Coordinate and/or lead donor reporting processes.
What we’re looking for:
We are looking for an individual with a minimum of 07 years of relevant experience in designing & implementing monitoring and evaluating activities for complex programs preferably focused on youth leadership and engagement, youth economic empowerment/workforce development. The ideal candidate must possess a firm command of the M&E issues with respect to improvements in USAID funded projects/programs. Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of this project (e.g. service integration and performance against each result area) along with the analytical skills to measure the outcomes of the project’s activities and support project supervision.
