Terms of Reference (ToR)
for
Consultant hiring to develop module and facilitation in training on Grant Hunting and Project Proposal Writing

Background

PHALS (Programme for Helpless and Lagged Societies) is a home grown local Non-Governmental Organization (NGO) started its journey in Cox’s Bazar district since 1992, latter got registration from Ministry of Social Welfare, Bangladesh in 1996, NGO Affairs Bureau of Bangladesh in 1999. PHALS is jointly working with GO/NGO and INGO to empower and protect the less privileged, marginalized vulnerable communities and surrounding environment through multidimensional development interventions.

Bilaterally since July 2020, PHALS has been implementing “Humanitarian Assistance for Rohingya and Host Community Project” technical supported by BRAC and financial supported by the Department of Foreign Affaires and Trade (DFAT), Australia at Palongkhali, Jaliapalong Unions under Ukhia Upazila and Whykong union under Teknaf Upazala in Cox’s Bazar, Bangladesh. The project activities have been developed and designed in a way to strengthening social cohesion, localization, protection of women, capacity building of CBO, gender mainstreaming, disability inclusion and disaster risk reduction among the host communities in Cox’s Bazar. Thereafter, according to the project organizational development plan in 2022, PHALS is looking for a qualified consultant/firm for capacity building of SMT on grant hunting and project proposal writing so that the training receivers are capable to write project proposal of INGOs/UN fund. Furthermore, expected minimum two proposal completion by consultant for INGO/UN donor fund.    

Objective of the hiring consultant, PHALS.

  • PHALS’s SMT are capable in effective and responsive project proposal writing receiving 5 days long training with handout/training module by consultant.
  • Two project proposal completion by consultant for INGO/UN donor fund align with resource mobilization guideline and organizational strategic plan 2022-2026.  

Expected Deliverables and Output:

Consultant is expected to develop training module including 5 days long training session facilitation which are to be included-

  • Project Proposal, its type, scope, purpose;
  • Grant/Fund, Its types, scope, purpose;
  • Donor/Agencies, types of agencies for funding/grant;
  • Requirement of the organization for grant application/fund hunting;
  • EoI, Concept Note, ToR;
  • The requirement for project proposal writing skill;
  • The major component of project proposal/ToR/EoI/Concept Note;
  • The process/steps of project proposal writing
  • Develop/writing process- vision, mission, objective, outcome, activities/input
  • Logical framework and Project proposal.
  • Project budget, its type/sectors and activities development.
  • Tanique of project summary, overview, introduction, background, stakeholder analysis, problem analysis, context analysis, risk analysis.

Time Span

This assignment is expected to be carried out for a period of 30 days.  Firstly, 07 days information collection to develop training module reviewing the INGO/UN’s different format EoI, ToR, Concept Note, project proposal and guideline in-depth. Secondly, 8 days for preparing draft the module; thirdly, 05 days for sharing the guideline with PHALS; and next 05 days facilitate the training session. Training will be organized by PHALS and consultant part in the training will be facilitation, 3 days theory and 2 days practice.  The consultant will submit a detailed plan of work and expected budget mentioning the VAT/Tax as part of the EOI (Expression of Interest).

 Institutional Arrangements

The consultant will report directly to the Executive Director coordinated by Capacity Building Manager of PHALS. PHALS will provide relevant background, documents, necessary information for the assignment. The consultant is responsible to give a briefing /orient the final draft of the guideline to Project focal/SMT/HR personnel.

  • Expertise

a) Academic Qualifications

      At least a master’s degree, preferable PhD in HR Management or development field

      b) Experience

  • At least ten years proven work experience in project proposal writing.
  • Excellent understanding of Global fund, Islamic Fund, Corporate fund, UN Fund,
  • Demonstrated experience in working with Non- Government organization and other stakeholders in public sector development programs especially in the area of capacity development.

 c) Skills and Competencies:

  • Ability to work with minimal supervision;
  • High level written and oral communications skills in Bangla and English, 
  • Demonstrate excellent interpersonal and professional skills in interacting with government and development partners;
  • Skills in facilitation of stakeholder engagements/workshops;
  • Evidence of having undertaken similar assignments;
  • Experience in research, policy development, management and programming-related work.

Payments shall be made in BDT by bank transfer/cheque to the consultants account as indicated by the consultant.

Mode of payment:
The first installment i.e. 25% of the total amount will be disbursed after signing the contract, against receipt of one original invoice from the consultant. The second installment 25% of the total amount will be paid within seven (7) days after submitting the training module and schedule, 25% of the total amount will be paid after completion the 5 days long training and final installment 25% of the total amount will be paid after successfully two PPs submission.

Vat and Income Tax:
PHALS will deduct Tax and VAT at source according to the Govt. policy and deposit the said amount into government treasury.

Supervision

This consultancy assignment will be supervised by Executive Director of PHALS with the support of the Capacity Building Manager.

9. Confidentiality of information

All documents and data collected in the process of the consultancy will be treated as confidential and used solely to facilitate the consultancy assignment. All information to which the consultant shall receive access to at all times shall be treated as the property of PHALS and shall not be disclosed saved for where express permission has been granted as such.
