Terms of Reference (ToR)
for
Hiring a consultant to develop a Recourse Mobilization Guideline

1. Background

PHALS (Programme for Helpless and Lagged Societies) is a home grown local Non-Governmental Organization (NGO) started its journey in Cox’s Bazar district since 1992, latter got registration from Ministry of Social Welfare, Bangladesh in 1996, from NGO Affairs Bureau of Bangladesh in 1999. PHALS jointly working with GO/NGO and INGO to empower and protect the less privileged, marginalized vulnerable communities and surrounding environment through multidimensional development interventions.

PHALS, as a sub-grantee of the BRAC Humanitarian Crisis Management Programme (HCMP), has been implementing a project entitled “Humanitarian assistance for Rohingya and host communities in Bangladesh” at Palongkhali Union of Ukhiya and Whykong Union of Teknaf Upazila, Cox’s Bazar District in Bangladesh. The project activities have been developed and designed in a way to strengthening protection of women, capacity building of vulnerable women for strengthening livelihood, building social cohesion, activating the role of women and disability inclusion with a particular focus on gender mainstreaming among the host communities in Cox’s Bazar. It is notable that this project has been implemented under a three-year (2nd March 2020 – 1st March 2023) project entitled, “Humanitarian Response for Rohingya and Host Community in Cox’s Bazar” with financial assistance of Australian Aid. Thereafter, according to the project design, PHALS is looking for a qualified consultant (required skills and competencies are mentioned in later part of the ToR).

2. Objective of the consultancy:

  • To formulate of a Resource Mobilization guideline with outlines how the PHALS will organize the processes of prioritizing, planning, selecting projects, monitoring, broadening the resource channels as well as coordinating with organizations programme, team and donors for mobilizing and effectively utilizing resources.
  • To capture the local resources like financial and non-financial contributions to community improvement projects from local sources, including individual citizens, local government, businesses, institutions or other actors. Local resources not only allow for the implementation of successful community projects, but also contribute to the long-term sustainability of initiatives conducted by PHALS by building lasting relationships.

3. Specific objectives is to:

  • Develop a strategy for mobilizing the financial and in-kind resources;
  • Financial sustainability of PHALS to continue programs by using the guideline;
  • To deal with actively soliciting pledges, following up on pledges to obtain funds and depositing these funds;
  • Management of recording the transactions and any restrictions on their use;
  • Governing process by the legal agreements at various stages;
  • To create a fund raising plan including potential sources of funds;
  • Tips for formulating yearly programs’ budgeting of PHALS;
  • Accountability mechanism to efficient use of resources.

4. Expected Deliverables and Output:

The consultant is expected to deliver:

  • Conduct an initial review sessions with the organization for the present resources in the organization through SWOT analysis, its policies, structure, procedure, and implementation align with PHALS vision, mission and objectives.
  • Study several resource mobilization guidelines, procedure of other organization to align with the PHALS organization resource mobilization guideline. 
  • Develop the guideline following the guideline procedure organizing several level workshop with stakeholder, staffs, EC and SMT and others potential personnel.
  • Complete the draft of organization resource mobilization guideline and share with the SMT/EC member for feedback.
  • Finalize the organization resource mobilization guideline and submit to EC of PHALS for approval.

5. Time Span

This assignment is expected to be carried out for a period of 25 days.  Firstly, 07 days for information collection through deferent secondary information and in-depth interview; Secondly, 8 days for preparing draft policy; thirdly, 05 days for sharing session; and next 05 days for finalize the draft and submission.

The consultant will submit a detailed plan of work as part of the EOI (Expression of Interest).

6.  Institutional Arrangements

 The consultant will report directly to the Executive Director coordinated by Capacity Building Manager of PHALS. PHALS will provide relevant background, documents, necessary information for the assignment. The PHALS will give cooperation for the coordination meetings, sharing sessions and other activities under the consultancy as per agreement.

7. Expertise

a) Academic Qualifications
      At least a master’s degree, preferable PhD in HR Management or development field
      b) Experience

  • At least five years proven work experience in developing organization resource mobilization guideline.
  • Excellent understanding of organization resource mobilization guideline and activities.
  • Demonstrated experience in working with Non- Government organization and other stakeholders in public sector development programs especially in the area of capacity development.

 c) Skills and Competencies:

  • Ability to work with minimal supervision;
  • High level written and oral communications skills in Bangla and English, 
  • Demonstrate excellent interpersonal and professional skills in interacting with government and development partners;
  • Skills in facilitation of stakeholder engagements/workshops;
  • Evidence of having undertaken similar assignments;
  • Experience in research, policy development, management and programming-related work.

8. Payment Modality:

Payments shall be made in BDT by bank transfer/cheque to the consultants account as indicated by the consultant.

Mode of payment:

The first installment i.e. 25% of the total amount will be disbursed after signing the contract, against receipt of one original invoice from the consultant. The second installment 45% of the total amount will be paid within seven (7) days after submitting the draft and final installment 30% of the total amount final will be paid after approval of the policy by EC of or the policy acceptance by PHALS.

Vat and Income Tax:
PHALS will deduct Tax and VAT at source according to the Govt. policy and deposit the said amount into government treasury.

9. Supervision

This consultancy assignment will be supervised by Executive Director of PHALS with the support of the Capacity Building Manager.

10. Confidentiality of information

All documents and data collected in the process of the consultancy will be treated as confidential and used solely to facilitate the consultancy assignment. All information to which the consultant shall receive access to at all times shall be treated as the property of PHALS and shall not be disclosed saved for where express permission has been granted as such.

11. Application Process
