Job Purpose

Pathfinder is searching for an experienced Chief of Party for the anticipated five-year $10-24.99M USAID Adolescent Health Activity (formerly titled as Accelerating Reductions in Adolescent Childbearing activity). The project will support efforts to curb adolescent childbearing and early marriage outcomes in Bangladesh by addressing gaps and investing in sexual and reproductive health (SRH) of adolescents ages 10-14 in Bangladesh. To accelerate reductions in adolescent (ages 10-14) marriage and childbearing, project will support four key objectives: 1) Increased Ability of Adolescents to Exercise Their Right to Delay Marriage and Early Childbearing; 2) Strengthened Social Support to Delay Marriage and Early Childbearing; 3) Strengthened Essential Services for Adolescents and Their Families; and 4) Institutionalized Effective Solutions

The Chief of Party of the proposed USAID funded Adolescent Health Activity has an appropriate balance of leadership, managerial, technical, and interpersonal skills, and experience. They have a deep understanding of the overall goals and objectives of the donor funded program and will be able to articulate the strategic vision for the project. They have demonstrated experience inspiring and motivating teams in complex environments. They also have experience interacting with host country agencies, including central and local government, USAID, development partners, civil society, and community-based organizations. The Project Director has the overall responsibility for coordination of all project activities and staff, ensuring project objectives and targets are met, representing the project to the donor and key stakeholders, including government officials, partners, and others.

This position is contingent upon project award and funding.

  • Strategic Development and Implementation

Provides strategic direction on all program activities. Develops and updates the project work plan, ensuring programmatic approaches are technically sound, evidence-based, and consistent with donor priorities.

  • Project Implementation

Ensures the project achieves the greatest possible impact, including providing the necessary leadership to inspire and motivate the project team to implement performance objectives and mandates in a timely and cost-efficient fashion. Meets the highest quality standards and value for money and ensures project compliance with donor rules/regulations and Pathfinder SOPs, including technical guidelines.

  • Monitoring and Evaluation Strategy

In collaboration with the MEL lead, provides leadership and direction to ensure robust monitoring and evaluation strategies, frameworks, plans, systems and indicators to capture and monitor/evaluate project resources, performance and results.

  • Financial and Operations Management

In collaboration with the Finance and Operations Director, establish and maintain the ongoing financial and grants operations, including monthly pipeline reviews to ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables.

  • Human Resources Management and Organizational Development:

Provides leadership support to project staff and promotes best practices in human resources management. Oversees adequate implementation of the performance management system including performance objectives and planning, review, appraisal and staff development. Oversees and monitors efficiency and fairness of recruitment processes. Provides coaching and counselling advice to staff when necessary and leads initiatives to develop staff capacity.

Ensures programs are maintaining a coordinated and agreed upon information exchange both internally and in its dealing with external parties. Ensures that all communication infrastructures are set up and smooth information flow is maintained. Ensures that experiences and best practices are documented and shared across the organization

  • Pathfinder Representation.

 

Serves as the senior representative for Pathfinder to USAID, Government of Bangladesh agencies, development partners, and civil society organizations. Cultivates and strengthens positive, productive relationships and ensures that Pathfinder is consistently viewed as an effective implementing partner and achieves project targets..

  • Internal Partnerships:

 

Partner successfully with Pathfinder’s regional and US-based leadership and financial, technical, and operations officers by providing accurate and timely reporting, updates on the project progress, monitor quality of project implementation, and coordinate provision of relevant technical assistance based on project needs.

Ensures coordinated program implementation at different levels with all the related stakeholders.

  • Funding and Grants Management:

Develops networks and partnerships with national/regional/international institutions in Bangladesh and spearheads donor collaboration, fund raising and project development within the country. Undertakes diversified local and international fundraising initiatives to strengthen program funding and sustainability. Coordinates the production of good quality funding proposals and responds to calls for proposals. Ensures that effective grant management systems are in place and are consistent with Pathfinder’s fund seeking and management policy.

Minimum Education and Work Experience:

  • Advanced degree (Masters or above) in public health, social sciences, or related field.
  • A minimum of 10 years of progressive program management experience overseeing international development projects, including senior management experience for USAID and other donor-funded projects.
  • Familiarity of issues such as child, early and forced marriage prevention; adolescent and youth sexual and reproductive health and rights; and/or multisectoral adolescent, youth and gender programming, particularly among very young adolescents and ideally in Bangladesh.
  • Experience interacting with a wide range of agencies, including central and local government, development partners, civil society, and community-based and youth-led organizations
  • Professional experience working in a senior management position for USAID funded projects.

Preferred Education and Work Experience:

  • Demonstrated technical experience and expertise in one or more of the following technical areas - child marriage, maternal and child health, very young adolescents, gender, child protection, multisectoral adolescent and youth development, adolescent sexual and reproductive health.
  • Previous experience working in Bangladesh where project will be based is a distinct advantage.

  • Leadership: Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations. Experience leading consortia and partnering with adolescent/youth-led organizations. Relationship Building: Demonstrated depth and breadth of relevant technical expertise and experience, interpersonal skills, and professional relationships.
  • Management and Supervision: Proven ability to lead, manage, and develop direct reports within a matrix culture.

Operations and Financial Management: Deep knowledge of operations and financial management on a donor funded project

Minimally Required Organizational Competencies:

  • Languages: Written and spoken English required. Bangla language skills are an advantage.
  • Communication and Influencing Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills.
  • Passion for Sexual and Reproductive Health: Demonstrated commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
  • Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word, and Outlook.
  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to thrive in a matrix organization, ability to be detailed-oriented, and ability to manage stress effectively in a fast-paced environment.
