Summary:
Assists in ensuring implementation of effective internal controls in financial management and accounting at Pathfinder International field offices, assists in smooth operational support in program implementation, and assists in ensuring financial compliance of the field office activities in accordance with Donor, Local Government and Pathfinder and USAID as applicable rules, regulations and policies.

The position is assigned to Pathfinder International’s Accelerating Universal Access to Family Planning (AUAFP) project in Bangladesh also known as Shukhi Jibon (SJ). Pathfinder International is hiring for this position which will be based in Dhaka, Chattogram, Sylhet and Mymensingh. AUAFP/SJ is a five year multi-million-dollar project funded by USAID. The project aims to strengthen and expand access to quality family planning services through a collaborative health system capacity building partnership with the government of Bangladesh, specifically through a flexible implementation model led in partnership with the Ministry of Health and Family Welfare, including the National Institute of Population Research and Training, the Directorate General of Family Planning, and the Directorate General of Health Services.

Key Job Outcomes:

  • Reconciliation: Records and reconciles balance sheet accounts including cash, intercompany, prepaids, advances and accruals.
  • Cash Advance Requests: Reviews and processes divisional office and other cash advance requests for accuracy and maintain required trackers.
  • Compliance: Reviews field financial transactions to verify compliance with Bangladesh Government, Pathfinder International and donor policies and regulations.
  • Financial Reporting Process: Assists in the completion of the financial reporting process in accordance with Pathfinder International guidelines and management requirements.
  • Event Coordination: Assists with the fund management of various events at the divisional and district level.
  • Accounting Processes: Works to identify ways to improve the efficiency and effectiveness of financial process and procedures, and financial and assists to implement improvement initiatives. Assists in optimizing workflow and harmonizing processes. Coordinates and documents accounting processes based on organization policies and procedures.
  • Audit Preparation: Assists in ensuring all the financial transactions are audit ready, all the financial records are up-to-date and compliant with USAID Cost principles. Assists with annual and other periodic audits as needed.
  • Procurement/Administrative/Logistics Process: Assists / supports the procurement process, Administrative activities and Training /Workshops/ Events management by reviewing various documents and calculations. Positions in Divisional Offices closely work with Logistics Operations Officer (LOO) and carry out responsibilities when the LOO is absent. The internal control and segregation of duties policies are implemented with major involving these two positions.
  • Project Management and Participation: Leads, manages or participates on cross-functional project teams. Perform as a teamplayer for achieving project and organization goals as per management requirements.

Minimally Required Education, Training and Experience:

  • Bachelor’s degree in Accounting, Finance or Business Management with an emphasis in Accounting, or related field, or equivalent, or a combination of education and experience that yields the required competencies
  • Must possess excellent inter-personal skills and must be a team player.
  • 4 years’ professional finance and accounting experience. Experience can be reduced for the right candidate.
  • Prefer: Knowledge of BD Tax and VAT rules and regulations
  • Prefer: Work experience with an international organization.
  • Prefer: Work experience in international Finance and Accounting
