Request for Proposal (RFP)

Consultancy to develop Modules/ guidelines of: a) Business Plan b) Communication, Network & advocacy c) Financial literacy & Documentation and d) Risks Assessments for Collection Points (CP) & also facilitate hands on Training for the Same to improve the financial sustainability of 7 CPs as Commercial Enterprises / Hubs in 4 unions of Jamalpur Sadar Upazilla under Jamalpur District of Bangladesh.


Background:

PARI Development Trust started as an NGO registered with NGO Affairs Bureau in 2003. PARI is working in 7 districts under Mymensingh Division with its head office in Mymensingh city Corporation. The main goal of the PARI organization is to promote capacity building approach through the community based-people’s institution comprised of underprivileged men and women in order to building their capacity to raise the voice against all forms of abuses, injustice, torture against women and children and contribute in building a peaceful and just society. In doing so, PARI explore diverse areas/ approaches e.g. community development, livelihood, market-based approach etc. PARI, however, believes that the skilled management with transparency, accountability and good governance can lead the organization successfully. Making Markets Work for the Last Mile (M4L) is one of PARI’s value chain/ market system development project jointly funded by Australian Aid & Transform Aid International, Australia. M4L works directly with 3,600 last mile farmers households through vegetables and goat value chains/ sectors to improve their economic well-being despite external shocks.

M4L, in its current phase, aims to develop capacities of 7 CPs / CP Management Committees in performing business planning:  Financial Literacy & documentation: Risk Assessment & mitigation strategies: communication, networking & advocacy. 
    
Scope of work:

Despite 7 CPs being crucial and performing well only as buying & selling facilities, it only has been benefiting vegetable farmers & vegetable buyers. It has been observed that CP has no proper mechanism of generating revenues, thus, no financial benefits for other CP members that hinders them engage fully with CP & its operations.

Thus, based on observations & understanding from the CP committee members, PARI has decided how CPs can be best capacitated to transform from only buying & selling facilities to CP as commercial hubs or enterprises to ensure its sustainability. Addressing these gaps between CPs as only facilities & CPs as commercial hubs or enterprises that all CP Management Committee members can fully participate in and can create win-win situation for both users (community farmers & buyers) & CP Management Committees, thereby contributing to lives and livelihoods community farmers through financially viable and sustaining CP operations in the Last Mile Communities.

Overall, consultancy services should include the following:

  • Develop CP Business Plan Module with clear indication of break even point, Return on Investment (ROI) etc.
  • Facilitate 3 batches Business Plan Training to CP Malmanagement Committee Members & Project Staffs.
  • Develop Financial Literacy & Documentation Module & tools.
  • Facilitate 1 batch of Financial Literacy & Documentation Training to CP Malmanagement Committee Members & Project Staffs.
  • Develop Risk Assessment & Mitigation Strategy Guidelines &   Tools under Commercial Enterprises lens.
  •  Facilitate 1 batch of Risk Assessment & Mitigation Strategies to CP Malmanagement Committee Members & Project Staffs.
  •  Develop Communication, Networking & Advocacy guidelines and tools under commercial enterprises Lens. 
  • Facilitate 1 batch of Communication, Networking & Advocacy to CP Malmanagement Committee Members & Project Staffs

The interested consultant/firm should submit the following documents:

  • A cover letter (max 1 page)
  • Organizational/personal profile/ CV
  • Technical (maximum 6 pages) and a separate financial proposal
  • A document proving the legal entity of the applicant (e.g. trade license, TIN and VAT registration or any other registration deemed necessary).
